After a close game on Thursday against SM, I decided to have a look at my list and see if I could alter it. Note that I would prefer not to have any kroot at any point, I have an innate disliking of them and i'm a firm believer that you'll play better and have more fun with an army that you like:
HQ:

Notes:
Shas'El goes with the drone-less Fireknives, lending his own drones. The FWs sit on objectives and await the devilfish to ferry them around. The devilfish was a difficult setup to decide upon; the Warfish setup has been suggested to me countless times, but every time i've used it all it's been is a point-sink; the SMS aren't strong enough to do much damage, the lack of need for LoS is somewhat mitigated by the lack of stopping power against anything inside area terrain and/or with a 4+ save or better. This is the final time i'm using the Warfish setup before I dump it for my original setup and disregard suggestions to use it, there's only so many times i'm willing to use a setup to allow it to prove itself, and it's had plenty already.
EDIT: Fire Warrior unit costs were removed due to the ability of people to easily calculate individual model cost - Anyone giving advice should know how much they cost anyway.

The *minor* tweak would be to give Target Locks to the Railheads to have the BCs hit infantry and the RG does its anti-T work.
I see nothing else wrong or in need of tweak with the list as is, unless it's a tactic ....

Are you just using the SMS, Moving at Cruising Speed? Because if you're Moving Cruising, then the BC can't shoot and the Warfish is hobbled, wasting its potential. It's a Combat Speed gunboat. It should be 7 decent anti-I dice per turn.
If that conflicts with a faster use (in your play style), then I definitely recommend to go back to a stripped down dumbfish, w/ DisPods only.

I can see the reasoning behind the target locks, but I take the railhead for the railgun, the burst cannons are simply the lowest cost necessary upgrade; I never actually plan to use them and i've only ever been able to once, but that was against a Falcon Grav-tank and the harlies that came out, then next turn assaulted my railhead and killed the railgun, only to run into my FWs, kill 1 in CC and get beaten down. The BCs did sweet F.A.
Nothing tends to get close to my Hammerheads, and whatever does usually manages to stop it firing (for example a game vs Necrons, where I was pinned against my board edge and the Hammerhead was Gaussed to death (well, 1 more Weapon Destroyed/Immobilised result would've done it; as it stood he'd removed all my weapons and immobilised me; the thing physically looked wrecked, so he forgot it actually wasn't) and never got to fire the BCs).
I'll consider it, but for the time being I can't see myself placing my Hammerhead within 18" of something unless I know it will be dead that same turn, or my HH being within 18" of something that won't ensure the BCs won't be firing/the HH won't live long enough to fire.

It depends. Sometimes I need to move 12" (or indeed 18" for a last minute objective grab or contest, hence the multi-tracker) but it's rare, so usually both weapons are able to fire; having things to fire at is a different matter though, with things usually hiding behind terrain or generally out of LoS to try and force my Fish to get dangerously close to them in order to see them; i'm not going to risk a hidden powerfist or meltagun, so I tend to just lance them with the SMS from out of LoS, but it never helps (I don't actually think the SMS has killed anything in the games i've tried it in). Since cover is everywhere in the form of ruins on our tables (never any forests or fences or craters due to not having them; we just have ruins), not much strides out in front of the devilfish within 18" with a clear LoS,

I agree with Avatar about the railhead's burst cannons. I take them because they are cheap. Target locks just make them more expensive, plus, when it's firing submunition at a horde.... and then you blitz them with twin burst cannons.... it's super killy on the cheap!
