This seems like a stupid question, but my friend just wont see the light, he keeps telling me i can use my homemade trukks and battlewagons in tournaments, there's no way that's legal...right?

If the TO lets you do that, you can.
If the TO says you cant, then you cant.
There are no rules in the 40k rulebook covering what is, and isnt, allowed at a tournament.

GW events usually enforce a 75% citadel rule, though rule of cool might even beat that if you ask nicely.

'ard boyz to look like 'ard boyz must have a piece of metal that they use as armor (as normal orks does not have any)
Usually its big should pads or jaw armor or both. Some have chest and back plating.

what do you mean home made boyz??
Does he takes gw boyz model and put home made armor on them? Green stuff and makes boyz out of scracth, or take legos and say they are orks?

This is the bit concerning non GW models that is in the ard boys rules from previous events:
Any conversions must begin as Citadel models and
contain a majority of Citadel components.
Non-Citadel models may not be used in the event.

That said, in the first round you may be able to get away with a little more depending on the tournament organizer. So the best answer is still: Ask the organizer in advance. Pics or the models themselves usually help. The more cool they are the more likely they may not follow the rules to the letter.

Ard Boyz is an event really centered on encouraging players to buy more models. That's why it's big armies and no painting required. They are not okay with non-GW stuff in Ardboys, though minor stuff may fly under the radar, particularly in the preliminary round. And of course there is a long tradition of converting and kitbashing and scratchbuilding Ork vehicles going back decades, so some non-GW bits are likely to be a bit better accepted there, though again, for Ardboyz specifically, they want the model to start off with a GW kit and primarily be composed of GW parts.
In other events, particularly independently-run ones, scratchbuilt vehicles are often not a problem. In part because of the aforementioned decades-long tradition of doing that for Orks. In part because there's only been a decent Ork Trukk Kit and Battlewagon kit for a couple of years now. For a LONG time, you had no option but to build your own or heavily convert from some other kit.
The main criteria for acceptance of scratchbuilt stuff at independent venues are:
A) Size. The more closely the model matches the dimensions of the official kit, the more people tend to be okay with it. If you make it significantly bigger, giving more cover or a wider area of effect for an embarked Kustom Force Field, people are not going to be happy. If you make it significantly smaller, making it easier to hide and get cover for the vehicle, people are not going to be happy. If you make a battlewagon wider, thus making it harder for enemies to get shots at its weaker side armor, people are not going to be happy.
B) Rule of cool. The nicer-looking and more awesome the conversion and paintjob, the more accepting people will be.
