Is a marine dreadnought actually able to see over an imperial guard chimera?

Is it able to see but not shoot over? (how high are the weapons mounted?)

I beleive that since the dread is a vehicle...line of sight is drawn from the weapons themselves when the weapons are firing.

Is this something that may come down to a dispute in say...a tournament atmosphere?

I dont actually have a marine dreadnought handy so I dont know....just wondering.

Thinking about it, it probably wouldn't.

I think the eyes are at the same height as the weapons anyway...

No, this shouldnt be questionable...and it's a possible tactic....one that I beleive people are already using.

Moving to YMDC, as it's more rules than tactics, I guess (kind of borderline).

LOS for a vehicle is from the weapon mount. It's from the eyes for non-vehicle models. Yes, the weapon arm may well be blocked by a Rhino.

It's a rules question.
Now if you were asking whether it was a viable tactic or how to use it then it would belong here.

Yes, the dread can see past a Chimera(the vision slit in 2-3mm above the bulk of the chimera, i.e. the hull, not the turret).

The Dread can only see a standing guardsman that is 3" away from the Chimera, base-to hull(pulled out my Chimera, a guardsman, and one of my dreads).

Seeing from the vision slit does not matter though, you need LOS from the gun, the heavy flamer/Storm bolter on the DCCW will never be able to see over a chimera(it is mounted about half-way up the chimera), Certain gun arms could also not see over the Chim: MM & Ass-cannon being the 2 examples I have on hand. The T-L weapons can, as the top barrel is vision-slit-high. The missile launcher can for the same reason. I do not know about the plasma cannon. Iron clad hurricane bolters can.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

Feasting on the souls of unworthy opponents

I'm 90% sure that he's talking about GK and Psyfleman dreads positioned behind chimeras firing over them.

Yes, they can see over - the autocannons are higher than the chimera hull. Whether what you're firing at gets cover or not is an ENTIRELY different story.
