Not really, but if you are it should be easier to defeat people. But, luck also comes into play.

Really you don't need to create a well thought out strategy or something, as you can just make a simple straight forward one and walk through the enemy. The recent changes with the codices as well seem to have been to accommodate a wider variety of people as well.

Clever does not equal smart. Cleverer is a hell of an awkward word to boot. I think you at the very least need to be more "interested" than the average schmo to play 40k, as you need to pay attention to learn what's what. It's also something that really needs to appeal to you personally.

No, in fact it helps to be less clever than average so that you're easily convinced to spend large amounts of money to buy small plastic and metal models that you still have to paint.
