Honestly if your friend is interested he can probably put together a 1500 point list for around $500 and maybe even as low as $350 if he uses proxies, borrows some models that sort of thing. So you start off at $350, which is not much really if you do not need to fix your car etc. And then maybe next month you buy another $100 I mean how often do people get together to play, really.
The other thing going on here compare the game to going golfing (which is excersize, of course), a new stereo etc. Whatever.

I personally do not buy Space Marine vehicles because they are too expensive, money-wise or at least I have not been. I mean if I won the lottery maybe haha. I bought a pair of Wave Serpents when the kit came out giving me four Eldar tanks and a couple of Vypers.

I have recruited a number of people into the hobby, including my own brother, "
Bill" that they buy however much they feel like assembling, painting and playing with in the short term and we can get you some minis or you can proxy or whatever. They may not even know what units they want to collect. We still play Epic, ashamedly, with lots of coins and things. "Because you are using paper," he tells me.
The number one thing -- how are they supposed to know _WHAT UNITS THEY WANT_. Maybe they are going to like Terminators, maybe they will like them simply because they were fun to paint so they get a second box to have the hammer guys.
