For chaos warriors and chosen it states under the options that you must chose at least one of the following. Does this mean that I could take an extra hand weapon and a shield? Basically I want a +1 to my save from ranged attacks and +1 attack in combat ignoring the shield.

You can take as many of them as you like, but you must take at least one of them.
If you wanted, you could have halberd, greatweapon, extra hand weapon and shield.

But yes you can choose more than 1 but best set ups halberds shields or just shields.

It depends on if youre running a Tzeentch tarpit or not - then HW + Shield gives you a 5+ ward in close combat, and a 3+ armour save.

It does and thats pretty nice and if you run them with shield and halberd and rage banner they have a ward save and they hit hard

However only the 6+, and they cannot use the shield in CC

Wait how could somebody have both a shield and a halberd? The halberd is two handed so they can't also wield a shield right? I know you may choose a special weapon each combat phase but would you get the bonus from the shield during other phases?

Yes, you get the shield armor bonuses outside of combat. Once you are in combat, however, you are busy using two hands on the Halberds.

nosurvivors - specifically states you may use a shield, even if you are carrying a 2 handed weapon, when not in close combat. You are assumed to have the CCW sheathed, or held in one hand

When in CC you have no choice but to use any special weapon you have. You also cannot choose each phase - you must pick one and use it all combat. So if you have AHW and halberd you pick one.

Halberds and shields the shield only works for shooting and the 6+ ward has made up its points every time.

The extra save from shooting is good.

But in cc you dont get the shield but still for 1 more point getting 1 more armor is worth it since you wont have huge units of warriors so you dont really want to loose that many.
