Its difficult to answer that as we dont know the game, but from experience of Oblivion and morrowind the best answer I can give is either:
1. None
2. Badly coded and documented ones.
As mods are a personal choice, and there is no right or wrong in personal choice than anything goes. If someone makes a crap mod and even one person likes it that mod is worthwhile. Sop my only real point of restriction is regarding mods that crash the game and waste your time or those that do not do what they say they do or vice versa, because those mods also waste your time when you find their unfeatured content is not the type of content you want, or if it doesn't do what you downloaded it for. Such mods don't matter as they get low ratings and are consequently ignored by the gaming community.
Sometimes even in my mind 'crap' mods have value. A case example I like the Totally Unbalanced mod for Morrowind. It fgenerates a powergame demi-god 1st level character for the start, the idea is that after whiling away at serious Morrowind for a while you might want a change, load up this character and romp around killing everything with a variety of cheap to cast custom spells doing hundred of points of damage over vast radii. I can see how some people find it fun, however it is diametrically opposed to how I like to play, although that is the point. Its not for people who want an overpowered character, its for hardcore games like myself who want the occassional change and really go to town* when they do. Still I dojnt like it because the character generated is nine foot tall, which can be inconvenient for navigation.
However then I found a use for him. Not only is Totally Unbalanced an excellent stress relief for those who like such things, its also a great way of testing high level mods for review. With a normal character, even a high level one you cant easily test most high level mods, because testing involves observation, and if caught in a tough boss fight you dont have time to look around. Your demigod however has the luxury of hit point and regeneration levels so high that you can test a very vicious opponent not by fighting furiously but by calmly walking in letting it beat on your demi-god and watching the effects. This observation time allows a reviewer to take a good look at high level mods without importing a high level character.
i became aware that many mods haver seperate purposes even to which they were intended. If I can find purpose in a mod I would not otherwise have time for perhaps others will for their own reasons. For this reason I am reluctant to write off mods as useless. The more mods out there the better the community support, bad mods might contain good ideas or successful components others can develop into better mods, or allow as mod designer room to cut their teeth on mod building leading to better mods, especially if given proper critique. In this lies the answer more 'bad' mods leads to more 'good' mods in due course, one way or another.

Trust me, once you go Console, you'll never go back. The only thing keeping me playing Morrowind on my XbO is the fact I don't have GotY for console, and all my old characters are on there.
I don't think I could stand Oblivion if it weren't for OOO, myself.
What I really want to see is a decent Levitation Spell Effect mod added in- I think it'll actually be possible with Skyrim's physics engine this time. What I don't want to see are dozens and dozens of mods that give you 'Fantasy' armour for female characters- and none for males.
Or mods for instantly recognizable Infinity+1 swords, like Buster swords, or Frostmourne. Honestly, if you're gonna take the time to model and impliment such a detailed sword, why not just make your own up that would actually fit the setting?

I don't know if my graphics card can quite handle Skyrim, so I think I'm going to have to go with the X-Box 360 for now. I'll be more than happy to buy Skyrim twice, though (I've already done so for Oblivion and Morrowind). I think that a modless Skyrim will tide me over until I can get a new GPU. I prefer to play with an X-Box 360 controller for long periods of time over a mouse and keyboard, anyway (hopefully this will be an option on the PC version).
You don't have to download and run mod you don't like the look of, you know. As long as there aren't any broken or falsely advertised mods that catch my interest, I'll be okay with as many mods as possible.

"Not wanting to see" is an odd question for mods, since there will always be endless droves of incoherent garbage mods, which are easily ignored. So long as continue to be ones like Project Nevada, what does it matter what kind of junk fills the bottom ranks?

It is a very odd question, but nonetheless, as with any and all games I play, I could do without the following mods:
Any god-mode-like mods (e.g. this bow does a bajillion damage and insta-kills everything in a 1000000m radius LULZ!!11!!11!!!!!!1!)
Anything which tries to shoehorn non-setting items/places into the game (e.g. all those 'star wars/trek ships pack' mods that came out for freelancer, or the lightsaber mods for oblivion)
Any pointless mods that do nothing (e.g. change all the paintings to pictures of LoZ screenshots etc...), but these are quite acceptable for people learning to mod
Any mods that change the in-game time sequences (there was a mod for Medievil II that adjusted the time cycle to be 1:1 with the real world, why would anyone actually WANT to wait a REAL 8hrs for a castle to be built...)
