ok so im new so i dont know how this happened:
when i was first on dakka it showed my flag up as a UK member but when i have loged on now its showed me up as a american
also when i want to change my proile it dosnt let me as in i type in what i want to edit then i put my password in then click submit then it will erase everything i typed in and i have to type in everything again and it keeps doing the same thing over and over again.
Little help here and cheers for every comment of help.

Firstly, the flag is set based on your IP. I expect your ISP routes some of its traffic through US servers hence why Dakka thinks you are American - Lego can lock your flag to UK if you ask nicely.
Secondly, you don't need to type in your password when changing your profile - just hit the submit button and you will see a message that your details have been changed successfully. You only need to type in your password if you are changing it.

I've reset your country to the UK, you may well need to log out and then log in again for this change to kick in. It does happen every now and again, fret not.
