So here is the question, when you roll a 5-6 or even 2-4 (though it matters less) it says to center the small template over the wizard. Now RAW does that mean that a player may center the small template over any part of the wizards base or does the small template have to be centered on the center of the model? I think RAW its over the base as it doesn't say it has to be over the center of the model, but have been playing it the other way. Thoughts?

If they said place the template with the center hole over the wizard, you'd get wiggle room.
But that is not what they said.
Center the template on the wizard and suck it down.

I would say the model since the base is not a wizard.

Well, one could argue that the base is the "model" not the model itself since in the rulebook are some case where the base is clearly stated as "the model"; templates are an example. The RB says even if the template just cover a little edge of the models base the model is under the template. On the other hand it would be no problem in most cases because center of base and center of model is mostly the same thing except one likes to play devils advocate.

I sorta agree with Gorbad. Although the models themselves represent the character visually, the base represents it in-game. Templates' effects are directly related to the space that the miniature occupies, which is represented by its base. All measurements in the game are taken from the base, for movement, shooting, etc. Every rule dealing with the miniatures themselves use the base (with the exception of drawing LoS). Why should this be any different?
