As a side question, how does this whole "Astartes recruiting world being exempt from the tithe" thing work? Some Space Marine homeworlds do have Imperial Guard as well. Is it some kind of optional thing? Or is it up to the Space Marines to decide whether or not the population of the world gets to enjoy that particular perk? Anyone know?

If you are an Astartes recruiting world or Home world then yeah, you are exempt from providing IG regiments as the planets resources are geared toward serving the chapter. However some chapter planets and systems (Ultramar, I'm looking at you) are able to provide regiments for the guard as well as recruits for the chapter.

Technically, Lord General Poobah would have the authority here. The regiment would obviously be exceedingly loyal to Calgar, but they are still an Imperial Guard regiment and follow the Imperial Guard heirarchy, one that Calgar is not part of.

So, legally, Lord General Poobah could kindly thank Calgar for his polite suggestion but then tell him to feth off.

Oh definitely. And in all likelihood Calgar probably did have the better idea, and your forces may suffer a crushing defeat for both ignoring his advice and pissing him off enough to make the Ultramarines leave.

Baal's population really isn't up to providing guard regiments, there aren't any large cities like other planets and the locals pretty much live like they're in a Mad Max movie.

Ultramar isn't a good example. Calgar is the grand poobah there, but on every other world Governors and Chapter Masters are seperate entities.

Chapter worlds are exempt from tithes (bar the geneseed one), they are under the sole ownership of the chapter. Most chapter worlds do not have the population to produce guard.

Not really, most chapter worlds have a population below standard IoM tech level, with most being feral. Chapter's usually like to keep it that way so having PDFs makes little sense.

@OP: Baal is a hell-hole with a tiny population, it would not be able to produce guardsmen.

There will be no conflict. The hometown marines are most likely pretty distant and rarely seen, the commisar isn't
