Not sure I am getting what you mean... Do you wonder what army generally is the cheapest, or how to get a complete army without paying too much? Or do you want to make an army out of what you have?
If it is the first one, I'd say they are relatively equal in price, although some armies (mainly skaven but also some others) need more models to work.
Of course, you could just build up a small army.

This is a question I have often thought, generally the cheapest way to build an army is through battalion boxes but which ones are best. I find most boxes have something in it that you will never field or wouldn't want more than one in a list.

Beastmen aren't too bad. You can convert 5 razorgor with boar bitz on and chaos spawn bitz you can get on ebay for the price of 1 metal razorgor. Harpies can be converted as well tyranid gargoyal wings and ghouls, pink horrors or ungor even work, fairly cheap $25 for wings/gargoyals and $20 for a box of 10 of the other's mentioned on ebay. Since Beastmen Battalions are still $90 you can probably find 2 for $72each, add a couple metal figures or make your own and for about $200 you could have:

More bestigor or a 2nd unit of gor would be nice, but the razorgor can act as speed bumps as you destroy every unit you come across. Have 2 shaman go Beasts for double wyssan's action feel free to stack them on 1 unit as their is no restriction for this, 40 WS4, S6 attacks (+2 for stackable Wyssans and +1 Beast Banner) that probably reroll misses thanks to BSB and primal fury at I3 with a T6 in return yes please! Or Big Savage Beasts of Horros big version goes off and you got attacks from 5 characters and lets say they have 1 wyssans on them with 2-3 having the beast banner which will get you some high S7-S10 attacks and other shaman can go shadow for Miasma.

And the list above would be better with more Bestigor but I can't justify $42 for a unit that if I spend $90 get essentially 3 more $25 boxes all of which have guys I need. A good get would be 4 battalions allowing for a large unit of Bestigors you can horde out when it calls for it and 2 large horded out unit of 40 bestigors. I can't imagine needing more then 12 ungor raiders in what I am running leaving 28 ungor for a solid bunker for my shaman to park next to a herdstone. You get 3 shaman next to that thing, a GBS out racking up kills with a jagged dagger and steel-claws and remember the herdstone power dice are in addition to channeling and it's hard not to get 12 power dice.
I am also liking the idea of Transformation of Kandon, you seen the stats on a mountain chimera? 4D6 WS7 S7 poison attacks, on top of 2D6 breath attack and D6 stomp attacks.

I consider LM and OK to be the cheaper armies, mostly because their battallions are amazing. You can even convert the cold one riders to salamanders with paperclips and greenstuff.. And all those handy skinks too.

if cost is a deciding factor, all I can really recommend is go for elite armies and stay away from horde armies. If you want to play high elves at all you can get a good set of models from the starter set, plus your rules as well.
narrow it down to a small list of what you want to play, then do some research on what you think it would cost, then come back and get some advice on which of those armies have inexpensive boxes to fill their ranks out effectively.
Dwarfs are expensive, they is metal. My good friend is very sad about this :(

My dice are like schizophrenics. One game I rolled 6s like you wouldn't believe, the best being 6 6+ parry wards out of 7. The games I had yesterday were terrible though, marauder cavalry being run down by a foot noble, rolling 8s for marauder panics and breaks, rolling a 6 for Flickering Fire hits but a 1 for Strength, and then not a single 5 in sight against Elves. Plus my Sorcerer whiffing everything against 20 archers in CC and breaking.
They just can't make up their damn mind; they either roll terribly great, or greatly terrible, never just average.

I killed like 7 HE spear men with out magic with like 24 MOk warriors with AHW and razor standard. 7
5 power dice or less every magic phase.
flickering fire doing 2 hits at str 2 or 3 :(
15 tz warriors got run down by his bsb alone it was just bad times.
My sorcerer failed ever 5 up armor save (that was what it was with modifiers and failed every 3+ ward save.
Mok halberd warriors didnt kill anything ran came back got killed.
Anyways terrible luck that was the first and second time I used serious khorne units.
I was told khorne effs on the first date and he did he did real well.
But ya over all it was sad.
Other times tz loves me 20 wounds 1 guy dies ra ra ra go tz.
I mean warriros dropped like flies :( to str 3.
Point being there are fails and those silly dice not liking me.

Chaos Warriors. You need to convert Halberds likely, but you can take a few big units of them, a level 4 sorcerer, a BSB, convert or buy a Hellcannon.
