I have nothing to base this on, but I would assume that as with many things in the Imperium it depends on the planet. I wouldn't be surprised if more advanced worlds had something like it but I would expect it to be severely filtered and censored. Some alien civilisations could also have something like it.

I think the majority of the planets are civilized or hive worlds with high technology level but it would be problematic to make inter-planet network without Astropaths.
Eldar have their own psionic net aboard the Craftworlds, Tau should have the technological equivalent to the Internet.
Necrons and Tyranids have their own networks (digital and biological repectively) but they do not use it as we do Internet.

A digital communications network and computer databases linked to each other do exist in the Imperium, but it's not in the internet in our sense and only used by the Adeptus Terra.
There's no AOL Instant Messengers where people talk about that latest Ork invasion or anything if that's what you mean.

As far as I can tell, internet forty-thousand years in the future is only used to transfer data, and little else. It is also extremely primitive, and likely more than not; can be easily hacked.

The Adeptus Mechanicus definitely has one - the Noosphere.
It's used by someone as low as the rank of Adept, so certainly more commonly used than expected...
...though I doubt Imperial fleshlords are permitted to attain such proximity to the Omnissiah...

There are mentions of something like it in the Ravenor books. But the 40k version seels to be far more insular and disconnected (as usual) than the current version. There are various 'nets' for different places/locations, i do remember that the *damn, cant remember the 40k name for the Administrators of the IoM* definitely have some sort of net that Thonius hacks into and uses in various ways later on (creating 'real' fake identities for example).
This net is also accessable in the hab of one of the workers, who 'upgrades' his link to allow him access to work files when he is at home (illegal btw).

The Adeptus Mechanicus definitely has one - the Noosphere.
That is not what a Noosphere is. It is the sum total of everything we know, think and sense. If you add an additional sensory function, like an auspex or a targeter, then that becomes part of the noosphere.
The internet only enters into your noosphere if you had, say, a wifi radio built into your brain, and were connected to a network, either all the time or when desired.

The Eisenhorne series seems to suggest a sort of Astropathic news-network that is available to people of means, rather than just Inquisitors, but not to the average citizen.
There are planetary intra- and internets that can be (and are) accessed by Administratum and Mechanicus personnel, or those with the authority to override, or emulate, such persons (like the Inquisition). It is not otherwise accessible to the average citizen, and is a business-only sort of tool, not a commercial/entertainment realm like we consider the internet.

That is true, but so is my claim.
A major plot point of Mechanicum was that because they did not have hardwired datacables, Zeth's forge did not get Machine-Cursed. The Noosphere is the alternative given to hardwiring ... making it like wireless.

I think the mechanicus has something like this called a noosphere or something. From what i've read in the novel Titanicus, Mechanicus citizens use a sort of implant to access the network and information available there. Even view broadcasted information from mechanicus leaders.

The guy with the upgraded home link is from a Ravenor novel as well, but that's less internet and more a VPN connection to the Arbite intranet. He has a tunnel through the firewall that prevents data from escaping the network of the Arbiter codifiers and cogitator banks, which allows him to access this network from a remote location. Probably illegal because this tunnel is a potential security flaw... much in the same way that VPNs in the real world are potential security flaws in corporate data networks.
Thonius does much the same thing with his hyper-specialized cogitator/code-slicer to access other networks. He basically finds, or creates, a tunnel through the firewall and then writes himself administrator-level access.

The Internet wouldn't exist in the 40k universe because it would be lost technology. Alot of technology was lost during the heresy and the dark age of technology plus the imperium relies on astropaths for information and interplanetary contact.
I reckon if anything in the imperium that is close to the internet is the nosphere the adeptus mechanicus have and again it's limited in that only techpriests can understand it.
Planets with a high enough technology might have accessible databanks (sort of like wikipedia) but only on the planets history and really that would be about it.
Whats also noted is AI is heresy in the imperium of man and as such a being could easily use a galactic internet to escape notice or lead to the destruction of the imperium i would see that being outlawed aswell (It's a crap movie but terminator 3 points out what i'm on about lol)

There is mention of Planetary Information networks. It is used by the public, but other then that its pretty vague in its description.
The networks are limited in information that can be accessed from other planets, but data from the actual planet is avaliable.
There is TV as we know it, including Entertainment and News feeds. I would imagine the Internet exists, although the average person is probably limited to public terminals for access.
