So as i was reading the darkstar cloak it says
"... the sorceress +1 power dice in each magic phase."
so does this mean i get the power dice in my opponents magic phase also?
obviously i cant cast a spell as i have no opportunity to in the rules sequence, but as power dice can be used for dispel could she use that as a dispel dice on a dispell attempt she is doing?

As far as I know, it should read "in the caster's magic phase, you get +1" The Seal of Ghrond give dispel dice

The Seal of Ghrond give dispel dice
per the faq its wording is still in each magic phase.
Page 103 – Darkstar Cloak
Change to “The cloak gives the Sorceress +1 power dice in
each Magic phase. The extra dice counts against the power
limit, but may only be used by the Sorceress. You may want to
use a different coloured dice, so it is easy to spot.”

Well I have never used it to gain dispel dice, and have never seen or heard of it being used in such a manner.
If it did give a bonus dispel it would make the Seal pointless.

Since it says it gives "Power Dice", wouldn't that mean you only get it during your own magic phase? Because you get "Dispell" dice during your opponents
The FAQ only clarifies that the dice gained by the cloak is only used by the caster who has the cloak as equipment, like the Vampire Power Master of the Black Arts, only the vampire can use those. They do not get added to the pool they all can use from.

You can, but that is during your own magic phase.
In your own magic phase you get Power dice; can be used to dispell RIP spells or cast your own spells.
In your opponents magic phase you get dispell dice; can be used to dispell opponents casting attempts or RIP spells.
The cloak grants an additional power dice. You can only have Power dice during your own magic phase.

So if I'm fighting against dark elves with the cloak, in my magic phase, the dark elf gains a power die he can't use, correct?
Because if that's the case, my black coach has another free shot and getting buffed.

Could you then store that power dice in the rod of power?
Not at home so I can not check the specific wording... But if you generate the dice you should be able to store it (unless the wording of the cloak forbids this with "caster must use that dice")

where would a DE army get a rod of power? Even with allies only the sorceress can use it, so where did she get the rod of power?

Doesn't make a difference as you can't dispell as it says at the end of your magic phase you can dispell RIP spells with unused power dice. You don't have that option in your opponent's phase.
