I've read in the Legion about the mysterious alien sect known as the Cabal. What were their true aims and are they active in M41?
And were they affected by Chaos?

The only Cabal (spelled with a C) that I've heard of is the army of Ahriman, the Thousand Son exiled sorcerer. So yes, they are affected by Chaos.

There are also many Kabals (spelled with a K), that is a kind of Dark Eldar armies.

The Cabal I talk about is neither Ahriman's army nor a Dark Eldar Kabal.
I've heard about it only in the Legion book from HH series. It's a multi-race secret organization including one human, some Eldar and many other alien species

Their aim is to destroy Chaos, or so they say. They may in fact have been manipulating the Alpha Legion into joining Horus to ensure the slow decay in humanity that is currently happening.

They may or not be in the 41st millennium, they haven't been mentioned.

They may have been servants of Chaos, manipulating the Legion. Or they could just have been idiots.
