As shown on the Game - Warhammer 40k : Space Marine, this gun is a blast weapon. I feel they should actually make it into a model gun with the following profile.

Point cost - 25 points each

S - 5
AP - 5
Heavy 1, small blast

Special Rules
Sticky Rocket - If you have a unit of more than one vengence launcher and your firing at the same target you can chose to fire together. For each model firing over the first that is firing at the same target then lower the AP by 1 and increase the strength by 1. Also, if more than 4 models in the same unit fire at the same target the blast become large!
Controlled blast - When you roll to scatter, if you roll a direct hit then the grenade sticks to the opponent. You can then chose to put a marker next to a model under the template or just use it as a small blast as normal. Later on in the game you can chose to detonate the rocket. On a roll of a 1 it doesnt explode, remove the marker and forget you
ever fired it. If you roll a 2+ the rocket detonanates, place a small blast template over the model with the counter. If the vengence launcher dies, you wont be able to detonate the explosive. Note, you can not use the sticky rocket ability and controlled blast at the same time (that would just be bullying).

How much you want people to pay for that gun?

Which is quite a nasty weapon. And the user can chose sometimes when to detonanate it

Rebel Guard, good army. Although they would probably be able to make a version of it. They could make a version of it for the Chaos Marines, and then you can take it as well. Meaning it will also benfit you. However, this would be a nasty weapon against that sort of opponent. But, yet again, thats what you use battle cannons for. Take out the marines that are using them so then you don't have to worry about them.

...Seems unnecessarily complicated. If you did have to put it in 40k, Spoon's rules would be the simplest way to do it.

True @AnomanderRake, although i really hope they make some form of it, the amount of joy i got blowing things up with it in Space Marine was amazing!

I have4 only seen the VL 1 time, but it looks like a C4 shooter.

It's a sticky grenade launcher, if you've played TF2 it's exactly the same thing as the Demoman's sticky grenade launcher.

More complicated rules might have a place in Inquisitor, though.
