It seems that below my avatar my number of Gallery Votes is stuck at 195, even though i have voted on more than that. Is there a reason for this

Log out and log back in.

Strangly this still happens. But loggin out and back in again fixes it each time.

Yup, and it will keep happening for the foreseeable future. And, it's not just you, it's everyone.

Lego could explain it better, but it has something to do with saving computing power by not making the database constantly check vote totals.
