I don't think anyone is "allowed" to live in the Eye of Terror. There's not a zoning board or town council that has to approve your housing purchase application. Most of the factions in the Eye are at each others throats daily as it is.

Some serve Chaos, some use Chaos for their own goals (or try to), some abhor those who associate with the Ruinous Powers. No matter their allegiance, no one controls the Eye of Terror. The Chaos Gods can't just close it off or kick people out, it's an open refuge from the Imperium.

They are apparently, according to the most recent (and really rather good) novels not popular but as others have said - the hwol place is full of people and things trying to kill each other so its not usually a major issue..........

The Black Legion has the most power in the Eye of Terror, so assuming the Night Lords help with crusades and such I'm sure the Black Legion wouldn't interfere with them/kick them out.

They can't, anyway. They don't control the Eye, like people have said, it's open to anyone. Not that the Black Legion could kick them out, considering the amount of effort it would take to oust the majority of a Space Marine Legion, or would kick them out, as the Night Lord's are a potential ally.

The Night Lords may not worship Chaos actively but, no matter what they believe, they are tainted to their very core.

There are several instances in the fluff in which Chaos intervenes without obvious worship or even knowledge. Take the Nurthene in Abnett's "Legion", their alligator-god cults rife with Chaos taint. Or the insurrection on Vraks, with Xaphan being an overly zealous Cardinal of the Imperial Faith until Chaos finally kicked in. Ultimately, it'd be your actions what call the attention of the Ruinous Powers, just like in Christian tradition (and pardon me for the RL analogy here), one does not need to worship Satan to give in to sin.

The Night Lords may style themselves as nihilistic pirates and looters, but in the end they're just another plaything in the tentacle-claw-equivalents of the Chaos Gods.

I thought the Eye was like Iraq, people are just shooting each other left and right. Alliances are born and killed in a matter of days (which can last thousands of years somehow?) and every once and a while the baddies go on holiday to the rest of the galaxy for some low-key pillaging.
