Having studied the codex for a while now, here's what I thought they could've... should've done......
Necron Lord: Good enough HQ stats, would be nice to not have the 100pt limit on Wargear. Warscythe could have a ranged capability. (maybe Staff of Light stats?)
Pariahs: I'd really like this unit if it could teleport with a Necron Lord & his Veil of Darkness.
Immortals: 10 points more for a point of Toughness & a modestly better weapon over a Warrior? How about either an extra base attack, or furious charge? C'Mon.....
Flayed Ones: Only change I'd suggest..... what's the point of Deep Striking without a gun?? Why not just make models that are pantsed?....A special rule to allow these guys to assault after Deep Striking would make them viable if they don't get a gun.
Warriors: Over-priced...... period. Definitely could benefit from a limited # of gun upgrades available. Not even a Space Marine costs that much and are at least decent on assault. I can get 3 ork boyz for the price of the Warrior.
Wraiths: I like them just the way they are but slightly over-priced. Perhaps make a power weapon upgrade available?
Destroyer: About 10 points over-priced....
Scarab Swarms: Keep them like they are, but allow assaults after Deep Striking.
Tomb Spyders: Actually a pretty cool unit. Should have better ranged weapon standard without losing an attack. Artificier should allow created Scarabs to join an existing Swarm unit.
Heavy Destroyers: Also about 10 point over-priced. Isn't a Devastator with Lascannon about 45 points? Either make Gauss Cannon twin-linked, or Heavy 2.
Monolith: A Tank of this nature should have an eerie mist surrounding it, granting a cover save. Reduce price and offer weapon upgrades.
C'Tans: Really unique character capabilities, that I think are really cool. But they should have at least a 12" move standard. They are floating in air.... that should allow them to move faster than infantry!
What do you think guys???

I'm sorry, in my opinion i think everything is decently priced. Your paying for WBB. If you play it right you will hardly ever lose anything and everything will come back. Trust me.

yeah... personally I played against necrons various times and , while they surely are a relatively weak codex, i don't second the "internet consensus" that simply states that necrons are auto-losing any game... Btw a new dex is on the run so you can just wait...

Very simple...
Errata them to be Fearless. Their initiative 2 makes them miserable in HtH. Being Fearless would make up for that.

Over the summer the was a debate in my local store on how to make wraithes better./ I suggestted that their attacks should ignore invulnerables, or armour at least. I got a lot of people agreeing with me on the invulnerables saves. they should be able to just phase through the field. Even if they couldn't with force fields, what is stopping them phasing through someones power armour and poking a claw in their brain, then phasing in to rip them apart from inside.

And while we're at it, we can make the Necron lord's Res Orb, work everytime. It just goes on and on untill the models get back up. Let's make Long fangs ahve more weapons, more men in a squad, and even cheaper! Let's give FWs a weapon that can ensure victory vs 3 Broods of 3 carnifexes in CC!

I think Necrons could have been given a much smaller list to make them competitive. I suggest the following:
1) Gauss weapons get +1 on the vehicle damage chart.
2) Necrons get "half-stubborn" where any negative Ld modifier is cut in half.
3) Remove Phase-Out, and drop Living Metal to compensate.

Monolith is not dropping in points.
Deciever is not getting a 12" move, he's awesome as is.
Many of the other suggestions I agree with, (Fearless, no phase out, rending gauss) but seriously, the Deciever and Monoliths are actually somewhat underpriced. The codex is only bad because everything else is so craptastic; I would kill to be able to run the Deciever and Monoliths in any other army.

monolith underpriced? really?
do you know how many tmes my monoliths have been wiped out by a SINGLE lascannon shot from a unit that costs 1/10 of the monolith?

You must have some very lucky opponents.
Bear in mind a Land Raider would have died from the exact same thing; do you now think that Land Raiders are bad? Seriously, the monolith is very good as is, though it does suffer from the same problem all heavy vehicles suffer from in the form of concentrated luck from opponents.
Case and point; I played two games on the weekend. In the first, in their first turn of firing, two Zoanthropes vaped a monolith. As this was 1000pts, the opponent pretty much threw in the towel then and there.
The next game, 3 Zoanthropes fired at a monolith for three turns with no effect whatsoever.
Seriously, monoliths are very good, and do not need to be reduced in cost. They can really only be killed by spontaneous bouts of luck, unlike Land Raiders, which have a hard counter in the form of meltaguns.

I'd absolutely agree monoliths are the toughest armored vehicle in the 40k universe, but yeah put a monolith vs a tau player or imperial guard and you can kiss it good bye... even any enemy that can field a reasonable amount of lascannon can wipe it off the board. Most games I've fielded a 'lith, its been gone by round 2 :(

Well, you read the codex... but have you played the army.
Destroyers at 40pts is very, very OP
Warriors should cost as much as space marines (-1pts cost) but a lack of upgrades is fine, if boring
Scarab Swarms should totally (sarcasm) be able to appear under that fancy leman russ executioner and stun it to death
Flayed Ones should simply have +1I and you suffer the same problem with Scarab Swarms with the deep strike assault
Tomb Spyders should be allowed to do that but... it would make them too powerful for an already powerful unit (you just have to know how to use them)
Necron Lords, GOOD HQ STATS?!?!?!!! give them +1I and +1WS and +1BS and we'll talk. The warscythe is fine just as it is. They should have a version of Mounted Assault (SM codex)
The Point of Pariahs IS that they do not teleport with the Lord, just make them like Wraithguard (T6)
Immortals, ONLY 10 PTS for +1T and a FAR BETTER GUN, they should however be about 2 pts less as they are not currently viable against mech
Wraiths, I hope by slightly, you mean 1 pt, because otherwise you're wrong. They are fine the way they are.
Heavy Destroyers should be a 10 pt upgrade to a Destroyer Squad
Yes I would love if my monoliths are better, but the way to do that would be to give them WBB (sarcasm). They are one of the best units in the GAME, let alone the codex
C'tan should be resistant to poison, but that is all, they are already very powerful.
Your reforms are good on paper, but seriously lacking in experience

I feel the Necron Codex falls into the same category of the Eldar Codex, Old and only viable in a couple fashions.
The monlith is the most absurb piece of armor in the game. I only have a couple things in any list that can touch it and they are mainly Str 10 CC weapons (Warboss PK, or Nobz PK @ str9, With Wolves I can Immobilize it if i'm lucking, get a lucky Str 9 lascannon through (have6) or toss a Str10T-Hammer at it T-Wolf.

At the end fo the Day the Living Metal rule has to be applied to the 'Lith somwhere. I would say either keep it as it is OR give it some sort of invulnerable save. Personally i think the current rule is less OP. Wraiths should have the option of power weapons. Get rid of Phase out or (more likely) make it a squad-by-squad rule rather than the whole army. Give Pariahs something to make them worth taking (points reduction, higher initiative...something) as, on paper they look like really good units. Maybe something the opposite of Furious Charge? The unit charging the Pariahs suffers -1S and -1I due to the freakish scary nature of the pariahs. At T5 they are pretty tough already.

But even then, because of their low initiative and lack of an invul save they would rarely survive a round of combat with a GK squad (i'm guessing, i've never actually played vs GK but i have read they are NASTY)

Your right, Config, I haven't played them yet. Hoping to before the new Codex, just so I can see the difference.
With the abundance of lascannons & melta, it just seems the Monolith doesn't stand a chance. (I'm assuming the meltaguns only get 1d6 for penetrating?) Having played orks extensively, that 50/50 chance with the KFF really helps get those wagons across the board.

Not lucky- luck has nothing to do with it when you are facing Chaos Space Marines/Imperial Guard/Space Marine who can arm very cheap units and tanks with lascannons, monoliths dont stand a chance.
do you kow the only way necrons get lascannons? with the useless heavy destroyers, which in my experience die instantly to... well, everything since there are only 3 in a unit and they are too expensive to spam effectively.
