Alright, so the idea for the force that I'm currently building is that they will max out on Techmarines and have a lot of tanks/transports. I will put up my thoughts on the list, and then buy what I need to create it. Of course, I want to make it as good as possible, so I'm posting it here for advice before I blow my savings.
Note: I do not have my codex with me. This is all from memory. Forgive mistakes.
HQ:
190 - Vulkin
115 - Master of the Forge - Power Sword and Bolt Pistol
Elites:
75 - Techmarine - Power Sword - Servo Harness
75 - Techmarine - Power Sword - Servo Harness
75 - Techmarine - Servo Harness
Troops:
140 - x5 Tactical Squad - Power Weapon - Razorback (Twin Linked Lascannon)
140 - x5 Tactical Squad - Power Weapon - Razorback (Twin Linked Lascannon)
140 - x5 Tactical Squad - Power Weapon - Razorback (Twin Linked Lascannon)
140 - x5 Tactical Squad - Power Weapon - Razorback (Twin Linked Lascannon)
140 - x5 Tactical Squad - Power Weapon - Razorback (Twin Linked Lascannon)
Heavy Support:
100 - Thunderfire Cannon
Obviously, the 5 IC guys ride with the squads in the Razorbacks.

None of it makes sense.
So using techmarines to repair vehicles may work in apoc. but not normally.
If you want to use them you need methods to deploy them, i.e. something to get them into cc.
If you want a list with techmarines start with 3 thunderfire cannons and work from there.

Actually, Vulkin makes all my Servo Harness flamers count as twin linked, as well as being a good command choice on a budget. Also, fits my fluff nicely.
I don't really care that the Techmarines are nigh-useless on this list, though. It's a fun, fluffy army.
Btw, Mfletch, you should notice that I pointed out that the tech marines, Vulkin and MotF are in the Razorbacks.

Are you going to use this in tournaments or just against your friends?

With friends, though like I said. I posted this list to recieve tinkering. So if we could work it so that it keeps the basic theme while being strong, it would be wonderful. So I guess the basic limits would be as follows;
-Three Tech Marines with servo harness
-No psykers
-Lots of armor

I'm looking at it now. It's pretty cool, and I'd love to use it, but I'm not sure any of the people I game with would accept it.

I think you are looking for black templars. Seriously techmarines, armour, no psykers.
How about:
MotF big gun bike
4 shooty dreads
2 thunderfire cannons
tactical squads with lazerbacks
Or how about a bunch of bikes, typhoons and 3 thunderfire cannons?

If you want some funny things, why take a plain 5X Tac Squad in Razorback ?
You'd rather have fun with it, and add some Sternguard, Predator / Vindicators or something ?

I suggest switching the power sword on your Techmarines for combi-meltas and meltabombs. That way you'll get another way of blowing AV12+ and you'll take advantage of Vulkan's Chapter Tactics. Might even do this with sergeants too...
Oh and your points per squad is WAYYY off.
5 x marines, power sword, Twin-las Razorback = 180 pts.
Pretty sure the Techmarines point cost is off too (90 pts for your current loadout, though I could be wrong on that one).
Edit: Suggested list
HQ
Vulkan - 190
MoF, combi-melta - 110
Elite
Techmarine, Servo-Harness, combi-melta - 80
Techmarine, Servo-Harness, combi-melta - 80
Troops
5 x Tactical Marines, combi-melta, Razorback, Twin-lascanon - 175
5 x Tactical Marines, combi-melta, Razorback, Twin-lascanon - 175
5 x Tactical Marines, combi-melta, Razorback, Twin-lascanon - 175
5 x Tactical Marines, combi-melta, Razorback, Twin-lascanon - 175
Heavy Support
Auto-las Predator - 120
Auto-las Predator - 120
Thunderfire Canon - 100
If the points of the Techmarines are okay (don't have my codex on hand), that's a more accurate way of doing what you aimed for. You have a nice amount of Long and close range AT. Anti-infantry could be a problem when close and personnal though, you'll have to run your Tactical squads in teams to eliminate infantry.
Hope that helps

Thank you! I'm glad to see some people helping with this.
My only objection is that there seems to be too much AT firepower. Would it be better to replace one of the Predators with a Thunderfire Cannon? Or maybe change the Combi-Meltas to Combi-Flamers.
Edit:
MFletch: I don't really know anything about Black Templars. As for your proposed list, it looks good, but I'd like to see some expansion. What IS a shooty Dread? One with a Autocannon, lascannon or what? What's the "Big gun bike"? I'm just not sure what a lot of that means, and I can't judge point costs for it.
Yggdrasil: Because in my original list, all the techies get to be attached to a squad. It's like having them as universal troop leaders, which I think is pretty cool.

If you're willing to consider Grey Knights over Vanilla Marines, then this is a techmarine-y gakstorm.
Ordo Xenos Inquisitor + Conversion Beamer - 70
(Techmarine + Conversion Beamer - 110) x 3 = 330
Henchmen, 3 Acolytes, 2 meltaguns, Rhino - 72
(5 Strike Squad, Psycannon, Rhino - 150) x 5 = 750
(Dreadnought, 2 TL Autocannons, Psybolt - 135) x2 = 270
1492 - Spend the rest on Servo Skulls
(If you don't know what conversion beamers are, they get more powerful the further away you are - S10, AP1, Large Blast above 42", S8 AP4, Large Blast in the next band down)
This is basically the long-range shooty army from hell.

I have always thought techmarine with a bunch of servitors in a landraider would work well. They can charge and have loads of attacks.
Also you will want techmarines on bikes to zoom around and hit/fix things.
Sorry I didn't explain myself before.
Black Templars are a little weird, the look light knights and are good at shooting things despite being given loads of cc skills. In particular you can not take librarians and for them techmarines are great and all tanks can get potms.
I was thinking about something like:
MotF 155
with conversion beamer, bike [so he can move and shoot.]
Ven. dread 175
with plasma cannon
Iron clad 155
2 hunter seek missiles
dread 125
2 TL autocannon
dread 125
2 TL autocannon
Thunderfire cannon 100
Thunderfire cannon 100
tactical squad with flamer, ML 170
Razorback Las/plas 75
9 scouts+telion with missile launcher 200*
Typhoon 90*
Typhoon 90*
*These last three maybe swap for another tactical squad. Or you could swap the last 4 for captain on bike and bike troops. This is a brief idea.
