So my community is getting me into WHFB witha slow grow league. I bought two IoB kits (just the Skaven parts, mind,) and came up with this:

Warlord
-BSB
-Halberd
-Biting Blade

Clanratsx30
HW & Shield, FC

Clanratsx30
Spear & Shield, FC

Every month we go up 250 points, and I need to stay fully painted. I know I'll likely add a 40-strong slave unit, but past that I want to field a Screaming Bell at the larger points, and look forward to getting a few of the "big cool" models like either Doomwheels or HPA. What do you think?

Weell what I think is that I don't know a great deal about Skaven, but I do know a warlord cant be your BSB

Other than that I've only just been getting into Fantasy myself, and it's my girlfriend that collects Skaven, so I couldn't say

You need 1 more unit, and as others have said the BSB can't be your general. If you're hard up for minis, make 3 units of 20 out of your clan rats. Not optimal but it keeps you legal without having to spend more money.

Doing some quick math you're at 418. Trim a few points and you could add 2 rat ogres and a packmaster. Maybe drop the unit champs, take 2 chieftains plain instead of the warlord.

A BSB is so important, at any point level. I'd try something like this:

1 Warlock Engineer + Doomrocket (45)
1 Chieftain + bsb + Enchanted Shield (75)

28 Clanrats + shields + musician + standard (138)
31 Skavenslaves + musician (64)

2 Rat Ogres + packmaster (88)

1 Warp Lightning Cannon (90)

That's an even 500. The Slaves are more efficient than Clanrats, though a poor character bunker. The Doomrocket general is fragile, but he'll make his points back almost every time, bonus points for The King is Dead! included.

I think Warpsolution's list is better, not mentioning the "legal" aspect...

At such low points the Warp Lightning Cannon can wreck armies (even yours, mind you ).

Steadfast Slaves should hold the line, and if they ever break, that'll be some nasty hits on your opponent's unit.

Rat Ogres can flank-charge a unit for maximum damage...

AND the Doomrocket is so Skaven-y, for low points games it can gain you the fight almost by itself (if very lucky).

And you have everything needed with your two IoB sets !

Rat Ogres are good against everything that isn't Swordmasters and halberd-wielding Chaos Warriors.

I played in a tournament with a similar list at 1000pts, with two units of Clanrats and Slaves, and two pair of Rat Ogres, minus the Cannon and plus some Gutter Runners. I thought I'd be doing okay. My first opponent hade 18 Khornate Chaos Warriors, 6 trolls, and a chariot. There was...nothing for me to do. At all. My good stuff was good in the wrong way, or not quite good enough. Brutal.

The Doomrocket, though, performs so well. Just measure out 14" and fire. On average, those four dice will get you there. If you roll a little above or below (likely), the large template will still wreck some dudes.
If the Doomrocket even remotely hits its target, you're making your points back, assuming your target was chosen well. 8 Dwarf Warriors? 80pts, not bad. 6 White Lions? 90pts, cool. A direct hit will usually be the end of a unit's utility, and when there's a character in that unit, the end of its utility can lead to a good many more ponits to come. Especially considering the Dread 13th Spell is ever so good at picking off those straggler units. Two Eternal Guard, a BSB, and a Highborn? I believe you mean...4 Clanrats with shields, musician, and Clawleader.
