The Culexus assassin's shooting ability is adjusted for every psyker within 12". My question do rhinos and other vehicles with psychic pilot add to this?

The psychic pilot rule says
"vehicle with this special rule is treated as being a psyker(Mastery level 1) and leadership 10 for purposes of psychic tests and psychic hoods. If the vehicle suffers perils........"

Since it is considered to be a psyker for those two things, I would think the Culexus's rule would be effected adding +1 to his guns value, after all it is considered to be a psyker albeit a limited one.
"or every psyker within 12" add +1 to the animus speculum's assault value"

If the model say it be a psyker, then it be a psyker! Nothing in the AS rules specifying the psyker has to be Infantry to power you up, eh?

No, it does not

It is a psyker ONLY for the two specified reason. Is the culexus shooting attack one of those two reasons? No? Then at that point in time it is not a psyker.

Nosferatu, does the culexus rule doesnt seem to need to concern itself with when or why it is considered a psyker, only that it does.

Playing devil's advocate, as the psychic pilot rule does not say, "it is a psyker ONLY in these two circumstances" it is saying two things
*treat this as being a psyker (mastery level 1)
*use leadership 10 for tests and hoods

two seperate things listed in one sentence.

No, they are not separate. Grammatically they are linked.

They are a psyker for 2 purposes and 2 purposes only. When you use the Culexus shooting ability it is NOT a psyker.

Nos, grammatically they are only linked by "a vehicle with this special rule". Otherwise the structure would be different. "and" is being used as a conjuction here, which means in addition to. So vehicles with this special rule are "this and that".

Regardless, it seems this is an issue that needs some clarification. As written it is psyker, at least thats how I see it, but that opens up a can of worms when there are things on the table that can effect psykers, like crucibles of malediction or a psyocculum.

...which is why it isnt a psyker. The lack of a comma links the two together.

It isnt a psyker to avoid precisely this situation: same as psyker henchmen are a single psyker, and ditto BoP rules.

Have to agree with Nos and jamesdean here. Would certainly make Culexi a bargain for 130pts, but no go.

lol, a conjunction joins two seperate things together. No comma here. The word "and" means in addition to, hence linking both seperate rules to the noun "the vehicle". Example, "he was hungry and tired" The sentence does not mean he was tired of being hungry or even relate the to tired or hungry to anything but "he".

Personally I would rather not have my vehicles count as psykers either, so I am going to leave it until they clarify it further. The way it is written though would include the vehicles as pskyers. Thanks though for making me have to dig into the structure of the sentence for an answer. Guess I could of answered it myself.

Sigh. Seriously, have a look through the LONG thread discussed on here that shows you are incorrect ,waaay back when the codex first came out

It is a psyker ONLY when it takes its test for Fortitude. Thats it.

They can't ever be Psykers at the same time the Animus Speculum is determining how many shots it gets.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.
