Because it is not in the codex anymore? Sorry I had to say it lol. Seriously though there was never any reason other than its name why it appeared in the 3rd edition codex. There is no history or fluff suggesting that the space wolves used them, they were not in the 2nd edition codex. Despite varying from the codex astartes significantly space wolves are still space marines and the old legion had its associated Imperial army who would have used their own tanks like malcadors (I dont think leman russ tanks appeared until post heresy) whilst the space wolves used predators and land raiders. This has continued to the present date in WH40K. It made them different in the old codex but there was no real justification for it I think.

Because it was silly that they had it in the first place primarily. It's a tight fit for an averaged sized human, fitting a crew of 8ft tall power armored soldier inside was silly. Also, it was a blatant yoink of another army's signature heavy unit just because of a naming convention dating back to when Leman Russ was a 41st millenium Imperial Commander and not a Heresy Era Primarch.

Basically, in Rogue Trader, when Leman Russ was first portrayed, there was no Horus Heresy fluff, the Emperor was on the Golden Throne because of the physical exertion keeping the Astronominican going required on his body. Leman Russ was an Imperial Commander who was head of the Space Wolves Chapter in M41 (when marines were still T3 and their 4+ power armor save was reduced to 5+ by Lasguns  )
After the Horus Heresy fluff was created towards the end of Rogue Trader, Leman Russ ended up getting Retconned into an M30 Primarch of the Space Wolves Legion during the Great Crusade and the founding of the Imperium.

Actually it's somewhat opposite. In SM armies, their tanks play 2nd fiddle to the infantry, they are modified from APCs for fire support roles to fill the gaps for the amazing infantry. In the Imperial Guard, the Tanks provide the striking power and are supported by infantry. The difference is that the SM's don't need something like a Leman Russ to do their job.
