Make sure you give him an appropriate points cost (so 1000+ for most of you)

The only way the Emperor could be balanced in the 40k tabletop would be to have him be a one turn use model. In other words he could only be on the field for one turn. He would essentially be invincible and would be a CC and Ranged monster that you wouldn't be able to kill. He'd deep strike onto the battlefield with no scatter and could shoot and assault in the same turn, his only balancing would be having him on the field for a single turn. There could be some fluff reason like, "the emperor is always needed in many situations across the battlefield so his interventions are often short and quick."
Of course he would have a stat line of 10/10...etc or at least something as equally ridiculous. If Mephiston has a stat line of a MC why shouldn't the emperor's stat line be better?

I suppose maybe you could get something close if you went by the theory that the emporer is to primarchs what the primarchs are to space marines so maybe take the stats for angron and however far above a korne berserker he is....... and on the silly side he could have the special, (I win psychic power). If you were fielding the emporer does that mean a chaos player could field nurgle?

Here’s my interpretation. His profile is above a MEQ SC profile but not more powerful than an apoc daemon (as let’s face it, he was powerful BUT he was human). No Matt Ward esque nonsense here.

You just gave me the best idea for a huge apoc game.
The Emperor +300 companions vs. whatever.
Treat them like pallys, with CC boost but no psychic attack, and the Emperor is a superheavy with no chain-reactions possible. 8000 points? More? More. Whatever, it's good.

That's too good for 350 points, but not good enough for the Emperor. Remember, An'ggrath is stronger than this. He doesn't have to be unkillable, just stronger than a single daemon. 1000pts range seems appropriate.
Also, where were Angron's rules? Or were you people thinking of An'ggrath?

Corpse Emperor - The Emperor is current little more than decaying flesh, and is therefore unable to attack in close combat. Attacks in close combat will hit the Emperor automatically. At the start of each combat phase, the Emperor's still functional mind exerts its psychic power and deals each member of the attacking squad an automatic S10 AP1 wound which inflicts Instant Death regardless of the model's toughness; successful Invulnerable Saves made against this attack must be re-rolled. Unsaved wounds caused by this attack are multiplied into D3 wounds, or D6 wounds against Daemons. Wounds caused by this power count towards combat resolution.
Golden Throne - The Golden Throne is a shining feat of engineering, even though its construction plans have been lost. The Golden Throne confers a 2+ Armour Save and 2+ Invulnerable Save to the Emperor. The Throne's armour save may be taken against all attacks, regardless of whether or not they ordinarily ignore armour, and the Throne's invulnerable save may be taken even if the armour save has also been taken and failed. Both saves may be re-rolled if failed.
The Golden Throne confers the Slow and Purposeful USR, but the Emperor may not Sweeping Advance.
The Mortal Immortal - The Emperor automatically passes any and all characteristic tests he is required to make apart from Psychic Tests.
Grand Psyker - The Emperor's psychic abilities are unmatched by mortals, and even some immortals. What his dying body lacks is made up for by the sheer power of his mind. If the Emperor is the target of a Psychic Power, the caster must take the psychic test on 3D6, failing on the roll of a 2, 12, or greater, and suffering Perils of the Warp accordingly. Successful psychic tests made this way must be re-rolled. If the power is successful, roll a D6; on a 2+ the power is nullified; furthermore, if a 6 is rolled, the power is redirected back at the caster.
Force Weapons carry no extra abilities when used against the Emperor, and units boosted by psychic powers are devoid of this boost should they target the Emperor in either shooting or close combat.
The Emperor also knows the following psychic powers, and may use as many of them as he wishes in a single turn until each has been used once or until he fails a psychic test. The first power he casts in his turn is automatically cast. The second power is cast as if the Emperor were Ld10, the third as if he were Ld9, and so on until each power has been used once or until he fails a psychic test. The Emperor does not suffer Perils of the Warp should a double 1 or double 12 be rolled when making a psychic test:
Behold! The Light of the Astronomicon: All allied units from either Codex: Black Templars, Blood Angels, Dark Angels, Grey Knights, Imperial Guard, Sisters of Battle, Space Marines, and Space Wolves with LoS to the Emperor automatically rally if they are fleeing, and all have the Fleet and Furious Charge USRs until the start of the Emperor's next turn. Furthermore, all enemy infantry models suffer a D6 penalty to their Ld characteristic to a minimum of 1, D3 penalty to their WS, BS, and I characteristics to a minimum of 1, and may not benefit from Fearless, Furious Charge, Counter Attack, Stealth, or Fleet until the start of their next turn if they have LoS to the Emperor. Enemy vehicles are counted as being Crew Shaken if they can draw LoS to the Emperor.
Take Refuge Within My Power: The Emperor and all allied units within 12" count as being in cover that provides a 6+ cover save, or increases an existing cover save by 1 to a maximum of 2+; furthermore, if assaulted, the assaulting unit counts as assaulting through both Difficult and Dangerous terrain, and may not benefit from offensive grenades during the charge. This power lasts until the start of the Emperor's next turn.
Take Aim Through Me: All allied units within 12" of the Emperor gain +1 to their BS, and may use his LoS instead of their own at any point and for any reason until the start of their next turn. Cover saves suffer a -1 modifier if a unit fires using the Emperor's LoS, due to his all-seeing psychic sight granting the firing squad better knowledge of the flaws of the cover.
Suffer Not the Foe to Live!: This power is a Psychic Shooting Attack that always wounds on a 2+, with the following profile:
SNtAtL - Range: 24" - Strength X - AP 1 - Large Blast, Does not Scatter, Ignores Cover
Unsaved wounds suffered against this attack are multiplied by D3, or D6 if the target was a Daemon.
Repent! - This power can target any enemy unit within 24" of the Emperor, even if it is locked in combat. The unit may not perform any action, voluntary or otherwise, until the start of the Emperor's next turn as they kneel and repent for their sins, or simply shrink back from the raw power. Furthermore, any enemy units within 12" must take a Leadership test with a -D3 modifier or also become affected. When the power wears off, each model in the affected unit suffers a S10 AP1 wound on the roll of a 4+, as the Emperor grants a quick death to those who have earned it.
Meltdown - This power can target any enemy vehicle within 24" of the Emperor. The target vehicle suffers a D3 reduction to all Armour Facings to a minimum of 10, and immediately suffers a S10 AP1 hit to the facing with the lowest value. If the power fails the cause the vehicle a Wrecked or Explodes result, then on a 4+ it suffers an immobilised result on top of its previous result, as the heat from the power melts the tracks and merges the vehicle with the ground. If we're talking anything after the first few thousand years post-Heresy, he would be effectively a piece of terrain... unless he dies, in which case the entire Imperium is consumed by Chaos and so all Imperial players everywhere automatically lose.

I mean really, by that point he had a gaping chest wound, his jugular ripped out by a power claw, his faced scalded by psyflame until one of his eyes popped, his arm ripped off, his remaining wrist shattered and broken, and his spine split in two. Oh, and he just expended the last of his power to kill Horus for all time.
He wouldn't even be able to move.
But healthy, the Emperor is too strong to properly represent. Magnus the Red alone could crush Titans that dwarfed a Warlord Titan, the strongest unit fieldable.

That was very well thought out. The only problem is most people want the emperor who can fight without drool coming out of the side of his mouth,
and if that model did exist he would literally be unstoppable. Pretty much like if you had a playable Primarch model

Well primarchs are still mortal-y enough to be represented in apoc.
And I would love the Empy as a floating chair. Him being active in the 41st millenium is awesome.

If any of you play Magic the Gathering, I imagine the Emperor as being something like Yawgmoth, Urza, or O-Kagachi (Too powerful to be represented in card form), or just over-the-top ridiculous like Progenitus or Emrakul. Progenitus is the God of an entire dimensional plane and is therefore untouchable by everything (Literally "protection from everything") while Emrakul is a plane-eating monstrosity that is unspeakably huge, distorts time, disintegrates enemy armies merely by looking at them, and can't be stopped by conventional colored spells.
Not even Angron comes close to Him at the height of His power. Even though the C'tan are probably around Emperor level, their tabletop stats come nowhere near representing what power they really have.

I mean really, by that point he had a gaping chest wound, his jugular ripped out by a power claw, his faced scalded by psyflame until one of his eyes popped, his arm ripped off, his remaining wrist shattered and broken, and his spine split in two. Oh, and he just expended the last of his power to kill Horus for all time.
He wouldn't even be able to move.
But healthy, the Emperor is too strong to properly represent. Magnus the Red alone could crush Titans that dwarfed a Warlord Titan, the strongest unit fieldable.
Magnus, despite his vast psychic powers and having a large number of his space marines with him, barely survived the battle against the two posessed Phantom titans.
The Emprahwank is pretty strong these days but i see no reason why he should constitute an autowin.
