I belive it happens. There's some talk about Eldar following the 'dark path'. Plus all the emotions that led to the Fall are still in the Eldar, just controlled by the structure of their society, with the Paths and everything. I think some Dark Eldar have come back too, but I might be wrong.

Think of Dark Eldar as just another Path for a Craftworld Eldar, same as Striking Scorpion or Warlock. It's just a path that very easily leads to 'Exarch' type status where you no longer have the option of stepping off the path.

I believe the original Striking Scorpion Phoenix lord, Ahra, actually fell from grace and became a Dark Eldar. He's the one who founded the Incubi temples and why they despise Craftworld Eldar so much (I mean really, you have to doom an Eldar Spiritstone to Slannesh to join don't you?). I also would think that some of the outcasts who lose themselves to temptation would join the Dark Eldar.

I'm not sure about the Dark Eldar Path analogy. Becoming a Dark Eldar seems more like falling off the path altogether, with no way to return. The path's are all designed to control Eldar emotions, Dark Eldar lifestyle is the exact opposite of that.

In path of the warrior there is a Dark Eldar who became a Craftworld Eldar. Also in path of the seer the main character laughs after slaughtering children. I think it could easily happen that a ranger becomes a dark eldar.

Or any outcast, possibly if they fall enough. After all the only thing differing Dark Eldar from regular Eldar is largely mentality and mindset (outcasts seem to be a gray area between Exodite/Craftworld Eldar and Dark Eldar - some become psychotic bloodthirsty pirates who aren't, technically, dark Eldar, whilst others simply become rangers or slightly more nice pirates.)

There's also night vision and psychic ability.

As a hypothetical, say a DE moves to a craftworld, what whould have to be done about the Spirit Stone and would getting one stop the soul drain that causes DE to need witness pain?

The craftworlds have plenty of spirit stones. Every newborn gets one, after all. As for the soul drain, I believe it will help. But it probably also requires at least a partial adoption of the self-denial used by the non-Dark Eldar. Otherwise all of the Dark Eldar would be running around with stones as well.

And for the OP's question -

Craftworld -> Corsair -> Dark Eldar

A craftworlder who chafes under the restrictions of the Path system will often join the Corsairs. Once there, it's easy enough to fall more and more toward the dark side until the eldar in question finally adopts the Dark Eldar philosophy.
