As there are no pariahs in new Necron Codex, do they still exist in the WH40k universe and should players who already have Pariah models use them as Lychguard with warscythes?

Not AFAIK. No because the new models look so totally awesome everyone needs to get them even if they don't play Necrons but it would be fine if they didn't like the new models or don't have enough money and are planning to get them.

The codex isn't out yet so we don't actually know all the fluff.
The angle that the new codex comes from seems to be very different than the old one. The new one focuses on the actual Necron 'race', while the old one was more C'tan and what ever necrons they had at their disposal.
As the Pariah are a C'tan creation it is possible they still exist in-universe but aren't part of the Necron Dynasty forces.

I'm kinda annoyed actually, there was this big build up in the original fluff that the pariah gene was part of some big c'tan end game vs chaos, a way for them to inflict total order. I liked it, it was wonderfully ominous and added a wonderful creep factor to culexus assassins.
And now it just doesn't exist except as a footnote?....WTH?

Well the c'tan are dead anyway so it would seem a touch silly...
Though in theory a group of Crypteks and Overlords could have had a similar plan and put it into effect...

If I read "Necron dynasties" one more fething time I'm going to go outside and throttle some unsuspecting twelve year old in a ghost costume (This is a joke don't be so srs).
As far as I know, Pariahs, at least in terms of their connection to the Necrons and C'tan, have been stricken from the fluff. Shame really.

I was reading in one of the Necron books that the Inquisition routinely hunted out those who had the "Pariah" gene and executed them before the Necrons could get their hands on them and turn them into proper Pariahs. However, elsewhere, I've read that the Inquisition seeks such "anti-psykers" to train for their own purposes. This makes it sound like either the Inquisition has an arbitrary and nonsensical double-standard, or the normal anti-psyker and the nascent Pariah are two entirely different things despite having the exact same power. Someone care to clear this up for me?

I can't wait for the new Necron Empire book so we can gets some of the fluffs. The Necron Clan's should lend an interesting perspective to some of the old school history of the 40k universe. I will be a little upset if the Necron family book doesn't have a decent amount on the War in heaven, but I could see needing to focus more on the new characters that have woken up.
Generally, I think all these questions will be answered when the Necron Dynasty stuff is finally released.

You don't know much about the Inquisition then. The Inquisition is made up of lots of people, each one with their own view of how things should be done. They form groups and orders that all have their own set of methods and agendas.

The Inquistion's Morals change almost dayly so both could be true
The Inquisition don't have morals. They have an objective and will stop at nothing to complete it.
They may feel that acting in the shadows is in the benefit of the Imperium but even the sneakiest Inquisitor won't think twice about calling an Exterminatus if they have to.
