Ultramarine Scout with Sniper Rifle

I've been building up my  Ultramarines  army for over a year now and while I have several pieces finished painting, I can never consider them complete because I have not finished ANY of their bases.
I preformed a search for Mud, but did not find what I was looking for. I was hoping to get some tips, ideas, and/or examples of was to add mud effects to the bases of my models, without making every base look identical. Possibly even ideas on how to add mud splash effects to my models.

What exactly do you mean pigments?
That looks great, but I only have one tank and it is not finished yet. I should have been more specific, but I was looking more for ways to do mud bases on my infantry units. I may use that on my attack bike though.

The same effect can be used on the boots and bases of infantry.
Pigments are exactly that, powdered color the same used in paint only without the liquid.

It really depends on the effect you want. For example:
That's a combination of Devlan Mud wash, some brown drybrushing and lung sand on the parts where it would stick.
This one is wash of Devlan Mud first, then drybrush of the color I used on the ground to represent the dry mud.

Well, my long term goal is to make a ruined city battle field and make it look and feel as if it is rainy and muddy. I want my Ultramarines to match that look and I want it to feel wet and muddy.

For the rainy effect on your smurfs you could consider adding water effects to the bases.
Just pick the brand you want, as long as the water effects are colorless and then just add a brown / muddy color before pouring.

I've made mud by using Burnt Umber acrylic paint and mixing in the right amount of fine sand. Gives a bit thicker mud than with weathering powders, which I like.

Weather powders or pigments are the way to do it as others have said. I mainly use them like this.
Dust them on for light, dusty weathering in recesses.
Mix with water or white spirt and paint it on for a heavier and more controlled dusty mud in recesses
mix with pva or gloss varnish for thin, wet looking mud.
and finally mix with pva or gloss varnish and a small amount of powdered filler for thick, caked on wet mud

Water effects sounds like a good idea, but I don't want it to look like they are just walking in muddy water, so maybe adding some clumped sand. Would the gloss 'ard coat have a good "mud" effect? I think I will probably use some of the weathering powder on the models and more of the rest of the ideas on the bases.
Do you think 'ard coat over the weathering powder would make it look more "wet"?

I haven't quite got the look I am going for at the moment but my method is to smear wood filler mixed with some water to make it a bit more workable on to the base. Paint it scorched brown, devlan mud wash, dry brush scorched brown, dry brush graveyard earth and then add water effects. Drybrushing over the filler will destroy your brushes though so use cheap ones.
Anyway here is how it looks

For mud effect on tanks I take a mix of fine sand, black paint, pva glue & paint it onto the tracks & along the lower parts of the tank itself where mud clings naturally. Then paint it w/ a grey/black mix & drybrush w/ a dark brown.

This looks very interesting, I may be able to adapt it to my infantry if I add some green stuff and make some foot prints. I could even make it look like they are walking in ankle deep mud. Gonna have to experiment.
I thank you all for these great ideas, I am sure I will find the exact look I want using some of these methods. I'll let you know what I come up with.
One more question, where is a good place to get paint's and pigments and what-not in America? I mean, I could just order them from over seas, but it would be a lot easier to just get them here.
