It's not Gulliman so far as I'm aware, it's called the Four Warriors, by Adrian Smith. I think its meant to represent the defenders of the Imperium: Space Marines, IG, The Inquisition and the AM, I don't think they are specific characters.
But it looks badass!

Ive seen it before, and i always assumed the left guy was rowboat girlyman, the right guy being Russ. Youre explanation may make more sense though.
