If he truly ascended and became a god in the Warp?
What powers would he have?

Nothing, probably. The Inquisition was founded on His orders, and He realized His mistake regarding Mankind and religion before the Siege of Terra. As for His powers, He'd probably be as strong as Asuryan before the Fall, since He's the only god of Mankind, and all of Mankind's faith is focused on Him. He might even be stronger, considering Mankind's unstable psyche.

I should have left him there. He had served his purpose. He owed me nothing - yet he gave himself to me willingly. Why? I know not. He is nothing more than a pathetic human. An inferior race. A mon-keigh. But still I broke off my wings so that I might carry him easier. I took him from that place, into the snowstorm where our tracks will not be found. He is heavy. And he is dying. And he is slowing me down. But I will save him. Why? I know not. He is still warm. I can feel his blood ebbing across me. For every beat of his heart, another, slight spill of heat. The heat blows away on the winter wind. His blood is still warm. But fading. And I have spilled scarlet myself. The snow laps greedily at our footsteps and our lifeblood, covering them without a trace as we fade away.

Because He's linked to the Golden Throne. As long as the Emperor remains bound to the Golden Throne, He cannot 'ascend' and take His place in the warp. Some fluff even says the Chaos Gods are waiting for this, since they, like the Emperor, draw their power from Mankind. This actually implies that Mankind is not the toy of Chaos; quite the opposite, they are it's creators, and when the Emperor 'ascends' only then will Chaos be 'purified' and Mankind will achieve it's potential and purpose. Here's an idea: when the Emperor 'ascends', the Astronomican doesn't need psykers anymore. The Emperor can power it from the warp and extend it's light across the entire galaxy. That same Astronomican will then serve as the Emperor's connection to reality, like the Golden Throne is now, and that's where Astropaths will be soul-bound.

Necrons are still there. Tyranids are still there. Or maybe some new factions.
And many fictions are set in extended WWII. I especially love this one: Deep Blue Fleet, where an advanced Japanese Empire defeats the Allies and then joins them to defeat Nazi Germany.

Indeed, one thing Blizzard is having a problem with now is one-sided lore, moving out of stagnation can be good, but only if everyone can feel good about the changes.
Although, mind you, GW probably does not suffer from a good 70-80% of their staff playing one race or faction.

Special Rules:
1) Will of Heaven
- when the Emperor's model is on the field, Imperial and Chaos Forces will fight as one
2) Wrath of the Gods
- the Emperor is now a god and is fully recognized by the other gods
- on a Double 1 or Double 6, you may use models for Khorne, Tzeentch, Nurgle, and Slaanesh on the battlefield until the game ends

Thats not true. it means the story has progressed alot so you could use any time period to play in. Describing the battles that did happen. Starwars has done this their story ended. But with a big bang.
LOTR did yet people still buy material from it. (not miniatures though lol.)
