The lawyerspeak gobbledegook is giving me headaches. Can someone point towards a legal interpretation by a professional that's more in layman's terms?

Not really, it doesn't work that way. International law isn't "law" in the conventional sense. Its fundamentally predicated on what people want it to do, rather than what is written. Law is based on what people want, to a degree, but not to the extent that international law is.
