I'd have expected more from Reaper, but a quick search only yielded this drunken pirate, who is, sadly, molded to the ship's wheel. I want to say that they have more generic villagers that might fit the bill, but I don't have the time to search for you, at the moment. If you can make/find a bits pack with tankards and/or bottles, a little conversion work might do the trick, instead of finding already drunk models. Actually, mediocre to bad sculpts might work better, as unnatural poses and expressions can help give the impression of a drink-addled slob.

Perhaps find some Zombie models? They look drunk.
Patch up any wounds you may find with Greenstuff. Add Eye Patches, scarves, bandages, etc to cover up any wounds. Paint pupils as well and suddenly your Zombie is a drunk guy.
Add bottles of rum/booze and you're all good.

Start looking here, then check the companies out.
I have seen some drunk pirate guys, I can't remember if they were Artisan, or Black Scorpion, but there are a few out there, specificly I saw one waving a mug around.

At Games Workshop, we believe that how you behave does matter. We believe this so strongly that we have written it down in the Games Workshop Book. There is a section in the book where we talk about the values we expect all staff to demonstrate in their working lives. These values are Lawyers, Guns and Money. |

Older and current plastic dwarves have several mugs and hand/mug/arm combo parts on their sprues. Trade bits with a dwarf player and use them on some empire militia and the jobs a good 'un.

I think the empire militia could work, all you need is to find a bits supplier who does mugs/flaggans or bottles and then do some clever modeling.
When you paint them do them deliberately bonk eyed
