He Guy's,
Just started with Pulp City and was wondering were to get the best, and cheap, civilians for some of the Pulp City scenario's?
I already checkes the Heroclix line but I don't like the models, they have to little details on the mini's

I know this is going to be alittle off topic, but could you post up some pics of your models? I've been interested in this game for awhile but ever time I see it at a convention the models look bad, I'm trying to figure out if its just the paint jobs.
Back on topic
Best I can think of is using some of the civilian models sculpted for WWII games. Alternitly you can make your own chits.

Reaper is my go-to place for civilian minis. They have a good number of average joe sort of miniatures... I'd link but I'm on a work computer at the moment.
But they tend to be on the cheap side, are okay in the looks department, and would fit the bill nicely. They even have some Superhero minis that are pretty cool... not all of them, there are some terrible ones, but there are some real gems hiding in there.

In the vein of Reaper Minis I like their Chronoscape line for basic folks, sci-fi stuff, and even some superheroes.

I really like those models, but they are to expencive for just civilians. They would be like 5€ per miniature...
Don't get me wrong reaper is very cheap compared with other miniature lines, but I was more thinking of a box of miniatures that don't look that good. They are just some miniatures standing around in the streets....
Isn't there a company who makes a box with plastic miniatures that I can use?

I want to say yes, but I haven't found any.
You might be able to stray into the model train realm or some other diorama-type hobbies, but from my experience the scale of all those are way off from your typical wargames... hence my recommendation of Reaper.

Huh I really thought Twilight Games had a "Bag O' Humans" similar to their dirt cheap Bag O' Zombies...but then I couldn't find it anywhere, so maybe that was just my imagination.
And yeah unless you get a couple of their 3 person sets they look generally like $5 a pop.
Old Glory is another option as they have a few varied packs that are slightly larger than traditional 28mm scale (closer to 33mm Heroic scale according to the site). I've bought 15mm miniatures from them before and they are great:

Superfigs. They have 3 sets of civilians for the other superhero game that are perfection.
Then theres Hasslefree.
I picked up a couple from RAFM, that are ok. Have gungs, but they work well. The picture of those shown ARE the TAG stuff edit here to let you know.
Just a few to start with.
As to Pulp City- Its friggin BOSS!!!!
I highly recommend it. All you need is a hero, and a villian, and the rest builds on itself from faction play to one offs with one or two heros/ vilians going at it.

AND- the rules are available there for free.
Some of us have been using Reapers Superhero figs as well, making up your own cards- which by the way you can get the font from over at the forums area at thier website.
3 kapows, and one BONK!!! for the game. Each and every addition is even better then the next. ( I direct your attention to the ninja clan, and the undead faction. )Great looking sculpts.

I realize this is an old thread, but since there's still interest.
One other place to look is megaminis in their "modern civilians" section.

They have a great selelction of figs ranging from 1.89 to 2.50 apiece, or even cheaper in bulk packs. There are a bunch of armed civilians mixed in, but keep scrolling down, they've got to have 50+ unarmed civilian figs.
