GK foot slog well, thanks to deep strike.
1000 points will get you 2 dknights, a tequisitor, and 25 strikers with psycannons & a hammer.

SO is the only list anyone every suggests for low cost or footslog gk? Im all for playing gk but the way advice goes on here everyones gonna be playing gk and THAT will be a little dull. lol

Lots of armies can do footslogging well. I'd pit 1,000 points of guard foot horde against that GK list any day. The problem is that most good foot lists are horde lists, and horde lists are expensive in both money and, more importantly, time.
If you're looking for a list that both doesn't have vehicles AND is really cheap, then your best bet probably is GK. I question how effective it will be, though.

Eldar have the benefit of being competitive at 'any' point value thanks to the specialized nature of their units and low cost high output HQs.
Orks are nasty at low points due to volume vs. available firepower.
Necrons can be compact and effective at low points, thanks to wraiths, scarabs, and spyders being so cost effective. 12 wraiths, well equipped is 500 points, throw in a 160 point HQ and you can still run 20 immortals.

Blood Angels can also do pretty cheap $ footslog:
Libby, jp
2x Priest, jp, combi-melta
3x10 Assault Marines, 2 melta, powerfist
1000pts
It is pretty one-dimensional, but much less so than the draigo-wing. Can easily be expanded by throwing in devastators.

A lot of these foot sloggig lists I want some dreads to provide supporting fire.
orks can be cheap buying AoBR models on ebay.
I would go for the following for deathwing, not really footslogging:
130 Belial
55 banner+apothecary
235 5 termies with CML
235 5 termies with CML
75 typhoon
75 typhoon
75 typhoon
120 dread
Though 3 squads of termie than 3 bikes and an attack bike for some first turn teleport action would be fun.

DoA and deathwing can be very competitive.
At this points cost you will struggle to cover all bases with DoA.
Explicitly, you will have a librarian with jump pack[or something more expensive] and 20 assault marines, with the remaining points you may need a hardcore shooty unit[like honour guard], hardcore cc unit[like vanguard], antiifantry unit[Like more assault marines now with flamers], or some monster killer[like mephiston] but you can not afford everything.
Whereas Deathwing definitely feels more rounded.
Both have their difficulties to play.

Wolves can probably be a better choice than either. A bit of fine-tuning on DAaddict's suggestion leaves this very capable army:

If you add cheapness into the mix, then I think Deathwing might have the edge. You can pick up Assault on Black Reach terminators relatively cheap on Ebay or a number of other stores. You pick up 4 units at $20 bucks each (and you can definitely do cheaper). Buy a single terminator and convert him to represent Belial, and you're really not out that much.

My 1000 pt list for footslogging thusfar has been very effective with Necrons
DIY Overlord w/ weave, res orb
5 lychguard (insert Overlord here)
3 squads of 8 warriors
5 deathmarks
2 destroyers
6 scarab bases

Bedouin Dynasty: 10000 pts
The Silver Lances: 4000 pts
The Custodes Winter Watch 4000 pts

If you're willing to lay down some money, footslogging Orks can be extremely effective. Particularly at low points values. You can easily field 60 or more boyz, a bunch of Killa Kanz, and some Big Gunz or Lootas for fire support.

This is only cheap if you can find missile launchers for cheap. Otherwise it is prohibitively expensive. I've heard of people using hunter killer missiles to keep costs down, but still, everyone seems to want missiles so demand is high.

Ebaying actual CMLs is insanely expenaice. Using a substitute from Imperial Guard doesn't break the bank. I've heard of Sentinel missiles being used, among other things.

There is actually only one answer to your question.
Horde Orks.
1) You can get AOBR ork boys for very very cheap.
2) The army is VERY competitive at 1k points.
The list can simply be something like :-
25-30 Slugga Boys (3 rokkits if you prefer)
25-30 Slugga Boys (3 rokkits if you prefer)
25-30 Slugga Boys (3 rokkits if you prefer)
5 lootas / Kopta (rokkit, saw)
5 lootas / Kopta (rokkit, saw)
5 lootas / Kopta (rokkit, saw)
Ghazghkull / KFF Mek
I could be wrong, but I believe there is no other army that is cheaper or about the same cost$ as the above list, and as effective.
