Personally, I would....

1) Buy a small bit of stock in either CB, GW, or PP.
2) Create my own little game design studio to make a game or two I want made, then let them turn themselves loose and make what they want.
3) Buy a house after I pay for college.
4) Live off the interest of the rest, but still go to work to stop being bored

I would go straight off my rockers. Just build a giant evil wizard tower in the most straight laced suburb I could find. Get a luxury Zeppelin (I would pay the designer to change his last name, so it would be legit). Put some money into mech design. Have a majordomo. Create the most labyrinthine rules for anyone to inherit my money so no one would bother killing me (Like, you must spend 23% of received funds building statues of me or erecting eternal flames all over your yard), and maybe take up horse archery.

Normally true. However with large rollovers the odds can get quite 'favourable'. Over a certain threshold, which is way below half a billion, if you bought every combination of ticket you would still make a profit. This is conditional on how many people you share your winnings with though.

I heard of plenty of people who only play on jackpot rollover days.

I would pay to resettle everyone currently living in my neighborhood in really nice houses and then build a massive gothic fortress, and surround it with tall, twisted trees, and the only road in would be extremely twisty. I would hire The Great Kali to be my butler and I would stock the woods with spiky vines. The tallest tower of the fortress would have a massive telescope and the other towers would have giant lightning rods. There would be a ten story dungeon and a private tunnel system that leads to a few houses I would own in different parts of the city, and I would go slowly insane, but love every minute of it.

A Panzer II tank for starters. Then I would use it to drive to school and back!
Probably split it amongst my parents, store a good portion of my share into savings, maybe go to Gettysburg to continue my studies, buy a huge share of GW stock, so as to help influence their direction with 40K products and whatnot, and whatever's left to various charities.
The tank is a must-have, though.
