Howdy Dakka. I am a new player just starting the game just as the new Nercons Codex dropped. Being a huge fan of the ZombieRobots thanks to Dawn Of War, I waited til the new codex to come out before paying any modes. This has meant I am playing with only the new model range. So I don't have easy access to the 5th Ed Necrons best unit, Wraiths You guys don't need me to tell you how good these guys are, just look at any Battle Report.
So I what to ask, what are best units to make a solid list without Wraiths? Will this list be as solid as one that has wraiths in?
Damn near anything. I think 3 or 4 completely divergent lists have gotten major tournament wins and even the lists that don't have major wins under their belt look like they very easily could with a little luck.
Now there's a difference between running 30 deathmarks because they look cool and an optimized list but the necron codex it turns out has a lot lot lot of ways to optimize. In general though, the top performers behind wraiths are scarabs and barges, both command and annihilation variants, as well as a solid base of lanceteks.

Scarab Farm and AV13 spam are both pretty viable.

being a bit hard-up i for one cannto afford to buy any Wraiths when they coem out (i have 3 of the old metal ones to play with though).
My necron lists tedns to revovle aroudn a solid core fo warriors 9i know they have been nerfed but fielding 60 of them can make up for their short-comings), scarabs and at least 2 Annihilation barges. So far, no losses (although i have only played 4 games so far).
I prefer a shooty army anyway so i tend to steer clear of CC units.
There's tons of shooty cron variations, wraiths are just incredible for the points which is why many people run em. Plus it fills our counter assault niche well.
You can always run what I dub "ig crons"; tons of massed, high power shooting, with armor backup.

There are a lot of home made nightscythe guides out there for the faint of wallet.
I'd also really recommend checking out Puppetswar dot com they have replacements for all sorts of awkward to purchase but cool necron units. A tomblade that could also be a barge with some work. Reasonably priced scarabs and wraiths!
Barges are touted as one of the strongest elements of the new codex, or at least most solid. They have an easy time being fit into most lists too, due to utility, cost and strength, they also happen to be the best deal you can hope for in the new product line!

i have just bought my third barge (last of my saved Christmas monies). 2 will be setup as anni barges and one will be unglued to be a CCB soemtimes. I LOVE the Anni Barge, they have yet to fail to pay for themselves in a game.
I currently have 30 scarab bases (i usually field 2 full sqauds with 10 to be generated by my 2 spyders)
i was tempted by tomb blades but so far have been using a squad fo 4 destroyers (as i mainly play vs marines havign some AP3 is nice), so far have not been dissappointed.

fun note: try running 2 max sized warrior units with a relentless overlord, and walkers
you basically just tag something with the walker, then unleash 40-80 twin linked relentless gauss bolter shots at the unit... XD

Yeah< i made a list for a friend, went something like this
Overloard, sythe, relentless
Court, lord X2, sythe, res orb
Overloard, sythe, relentless
Court, lord X2, sythe, res orb
20 warriors, ghost arc
20 warriors, ghost arc

some coutercharge unit
not supper comped, but was fun.
Basically the warrior units are jacked up in shooting, have a ton of sythe attacks to make sure they dont lose cc too badly and get swept, and the arcs just sit in the back shooting and ressing the models if they are in cc.
one 20 man squad of warriors actually fought for like 6 cc turns against 1, then 2, then 3 squads of grey hunters before finally falling, ressing 2d3 warriors per turn plus 4+ plus 4+ wbb, that unit isnt dying as long as it doesn't get swept away ;D

You could just put in all of the vehicles you possibly could...
Let's see, 2 CCBs, 3 Triarch Stalkers, 6 Ghost Arks, and 3 Annihilation Barges. FA slot has no vehicles, which is fine by me because Heavy Destroyers do the work of vehicles while being faster. Without any actual units, all of those vehicles would be 1570 points. 6 5 man units of Warrios would be another 390 points, meaning you would need to only have 5 Arks and 5 warrior units, which then gives you room for OL upgrades.
It's called av13 spam, it's one of those lists that don't have any major tournament wins yet but easily could. Completely negating all enemy shots that are strength 6 & under can be very potent.

all comes out to 800 points on what is effectively 1 unit.
You can double it up for more zany eggs in one basket action or add some diversity to that plan.
Personally I'm excited to try something like 2x this, but I think it's also reeetarded. Double or triple arks will help those blobs but they are very vulnerable to lots of stuff. Having this much invested in messy troop selection also depletes special weapon and av 13 saturation so bit's might be very easy to focus down.
If you want to make use of the Stalker, you'd be better off giving it a weapon with range greater than 24, so it isn't competing for space with your bob in the firing Arc and so it can go to work earlier. It will also make one heavy destroyers a lot better. Little things like that, paired with double pulse and cover will be a hard sell for your opponent to shoot at when you've got nutty blobs, stalkers and court-arks all over the place.
This list sounds hilarious.
I think HQ Barges are just waaaay too good to pass up though...

Lol, Scarab Farm, Wraith Wing, and Tremorcrons. The three most vicious builds we've got, and they all each won a tourney.

I think Tesla spam is quite nasty as well. I mix as many Tesla Immortals Annihilation Barges and sprinkle a Night Scythe or two (Scythe spam is too fragile for my tastes) And have a triarch stalker around to TL all the immortal's guns as it really tears apart most armies (AV10-11 spam/ Tyranids or Kan Wall)
I tend to use a mini farm or wraiths (Wraiths not necessary) in the list as well as a CCB Overlord for any heavy lifting as well and the list has worked wonders for me.

Wraiths are so good that it is VERY hard not to take them. They are also very easy to use (fast and ignore terrain), which is further strength in itself. They are honeybadgers with antigrav harness.
Afterlife withour wraiths would likely involve scarabs to tarpit deathstars and threaten vehicles, while the rest of the army is trying to get enough shots in to cripple the enemy before they get assaulted.
Another idea I had recently on the subject is to combine NS spam with blades. The idea is that we may not need a counter-charge unit or CC units for that matter, if we are fast enough to keep out of assaults. The NS and the blades have 24 range and can move and shoot. It is feasible but likely very fragile. If they catch us, we'll turn to scrap. Also, anti-tank will have to be reserved for overlords in CCBs, which may not be enough. This idea may work better under 6th edition, due to evasion and WS10 of moving vehicles.
