I want the fight to be >24", how do I bring the highest shooting power wherein, shooting power = number of shots * probability of a hit * strength of the shot / point cost.
e.g. TLAC TLAC Dreadnought = 4 * 0.889 * 7 / 125 = 0.199

@Grey Templar: I have read those articles before and I have found them to be very useful.
I have a hard time utilizing both heavy and special weapon in the same tactical squad though. But I guess I need to work around that.

Well most of the time you will be splitting your squads up to allow for them to put shots onto the proper target.
So I end up with a combat with Sergeant with Combi-flamer and the Squads flamer.
And I also have a combat squad with a missile launcher.
Both can shoot at their seperate targets to optimize their efficiency.
Now, in Kill Points you may not do this but that is entirely situation dependent.
If I am facing an opponent like Guard I might split them up anyway. IG are perfectly capable of killing 10 marines in one go. If they are in 2 seperate squads less so.
If I am facing Orks I will want all 10 marines together so that I can assault the incoming Ork Boyz with 8 pistols and 2 Flamers after having plinked away at them with the frag missile and long range bolter shots for 2-3 turns.

I don't understand why you think the MM/ HF speeders are dumb; they are great for the psychological effect, and, if taken in a pair, have a near guaranteed chance of destroying something big. If you position them properly, they'll even get a cover save against the army that's now wanting those speeders dead, causing a lot of fire to be diverted from other things onto them.
If two of them blow a land raider, thats about double the points made up. And then they soak fire for the rest of your army for a turn.
HFs are there in case you fight a horde army. Nothing squishes a mob of Boyz, Nids, or Guardsmen faster than a Heavy Flamer.
And why in the world would you suggest captains over Librarians? Librarians provide psychic defense (yay!) and some crazy ranged Psychic Powers.

And, about the topic:
God damn, that army looks amazing! I've always loved the dual color marines, but, don't have the patience to do it. Also, are those Auto-cannon arms the lascannon predator bits? That's a pretty creative use!

Unfortunantly, I don't think MM/HF Speeders are capable of exploiting the psychological effect they generate.
Namely because they die to a stiff breeze, especially at the range they operate in. Everything better then lasguns and grot blastas can stun them fairly reliably and then the speeder gets assaulted and destroyed.
Flamers in general are good weapons, but normally when followed up by a charge which speeders can't do. On a vehicle the Flamer requires multiple passes to make its points back, something which no one will allow it to do. Most opponents will also spread their models out to mitigate the damage from the flamer which further reduces their effectivness.
In order for a psychological effect to be exploited I think you really need for it to eat up a large portion of your opponents attention for a period of time. Speeders can be neutralized by a few shouts from a troops choice that has nothing better to do. With my army, I see a MM/HF speeder zipping towards me, one TL-HB from one of my many HB razorbacks later its a smoking ruin.
MM/HF speeders are too easy to neutralize for them to take proper advantage of the psychological effect the create.
As far as the Captains go i was simply espousing them solely for the command squad option within the greater view of the Gunline. Librarians and Chaplains are discussed to death elsewhere, and I definitly believe they are better then Captains point for point. But if you are going for a shooty list the availability of a special weapon squad that doesn't take a FoC slot can be worth the investment. The Captain can have TDA and go be another beatstick for an assault terminator squad.
