So, what are some simple rules changes that could happen in 6th that would shake up everyone's game and armies?

You're GW. You want to make changes that change the way EVERYONE's armies works, and maybe makes them buy a ton more models. You also want to remove anything that slows the game. Ideally, you do this without contradicting or having to FAQ any of the Codices - certainly not the newer ones.

Any suggestions?

When talking about this at the weekend we came up with the following changes. I think the general trend will be towards large units of troops instead of mech, and contentious and slowing rules like Wound Allocation might see a simplification to stop abuse and to speed up the game. So..

- Glancing is -1 to the damage tables. Double Immobilised is wrecked.
- All wounds are taken against majority armour, until the squad is 6 models or less, at which point wounds are randomised.

The effects: Vehicles are easier to wreck, and can be wrecked on a glance. Wound Allocation still exists to some extent, so there's still a chance that your heavy/leader will die, but large numbers in squads give a significant bonus.

Any other ideas? Simple changes that might be made that change the game completely...

Allocate wounds for different APs seperately. Wound allocation atm is a joke.
Also 5+ default cover.

Ever thought 40k would be a lot better with bears?

wound allocation works like Inia steps, starting with lowest to highest removing castualties at each step, for example

5 bolter hits 2 plasma and a melta, start with melta and remove 1 casualty, then plasma and then remove 2 casualties, then to bolters and take saves (if applicable)

Whole models MUST be removed even if equiped diferently, so no putting 1 wound on each model in a paladin unit for example

changing cover to 5+ blanket unless otherwise would do a lot

changing the vehicle damage chart would also do a lot

Transports might get more deadly. (no armor saves from wounds caused by explodes!)

I think changin the rules for melta weapons might change the pace of things. like making melta Str 7 and plasma str 8.

Do I get that free round of shooting you used to get as you sweep in? I could've sworn you used to get a free round of shooting at someone sweeping into you way back when WD was good...I remember guard doing it to some DE, then having it done to them.

Also this...you want those big thunderwolf units with a hq or two added on to have fenrisian wolves with a 3+ armour save now? Because that would suck...

And inquisitorial henchmen squads, with a bit of armour diversification, could also have 3+ armour save/4+ with only half the unit paying for it (or a 3rd of the unit)

And IC's with terminators gain a 2+ save while the unit is large (I'm looking at you shrike..he's only got PA right?)

And coming at it from the other direction, an inquisitor with terminator armour only gets a 5+ save if he's in a unit of henchmen.

Canis gets a 5+ save (I think) if he joins fenrisian wolves.

Ork Warboss gets a 6+ in boyz

And this is only for shooting right? Because if it carries over into combat then thats probably worse

I like to hit rolls of 6 ignoring cover saves. Only hits rolled for get this benefit, so extra hits from rules like tesla wouldn't get too outrageous.

Make blasts roll to hit like other weapons, and scatter on misses.

I'd personally globally extend the range of all shooting with some upward limit for infantry. Pistols are effective at more than 12 infantry model base lengths, the same could be said of a two shot burst from any rifle.

I wouldn't mind that as long as 4+ cover was kept, because that would nerf cover too much otherwise.

+5 Universal Cover would solve alot of problems.

- Have rapid fire weapons double tap if the unit hasn't moved.

- Give turreted anti-tank weapons Tank Hunters.

I want snipers to be able to pick out their targets. It'd make Rangers cool instead of random overpriced jokes that nobody takes.

The rumors floating around and the leaked playtest ruleset implied some big changes to how Sergeants are treated, I like those; in most armies a Sergeant is a regular guy with a better weapon and LD, but in the Eldar list Sergeants have better gear, better stats, and sometimes psychic powers.

Balanced Game: Noun. A game in which all options and choices are worth using.

You can't really change the stats of weapons as that would affect current codecies.

Change "Gets Hot" to a S3 hit rather than straight up armour save? It still carries a risk but it is not quite as deadly to the user.

Either change cover (as already stated) or make a weapons AP count against cover as well. Example:

1) Ha! You shot your autocannon at my ork but he is on cover, just let me roll my 4+ cover save....
2) Ha Ha! My Autocannon is Ap4 and negates your cover! <raspberry>

I had an odd idea. So, instead of having cover as a save, it would count as armor. So if you're in ruins, it would be armor say, 7 or 8 all around. A whole bunch of bolters fire at it. Penetrating hits must take saves, while glancing hits roll to wound, then saves.

This, God this. I want to take snipers, but the only point in taking them currently is against MCs, which I might face maybe one every three games outside of Tyranids.

That would have the same flaw in allowing one to take an armour and cover save in that it would boost MEQ and TEQ armies into outright OP levels.
