Forgive me if this is the most ridiculous question you have ever read but I need HELP!
The rule book says 25% for Lords and 25% for Heroes. Now is that 25% for both or 25% each.
E.g. If my army is 1,000 points can I have 250 points of Lords and 250 points of Heroes (surely not as this seems far too much. Half of my army can be characters?) or 250 points of both Lords and Heroes combined (much more sensible).
First to answer gets the prize of happy thoughts.

Yes it is 25% per. So if you would like to have half of your army in ~3 models, go ahead.

I'm pretty sure the only restriction on whether or not you can field a lord is if it exceeds 25%. For example, you can take a Vampire Lord in an 820 point game (205=25% of 820) if you want, but you can't in a 750 because he's just too many points. In 7th you couldn't take a lord until, IIRC, 2000 points.

You replace ALL Army building rules from the old books with the new percentages, including the "No Lords below 2000 points" rule. Lords are perfectly acceptable to field at any points level(assuming your options are cheap enough).

Yes. You cannot take the lord until the army size exceeds 4x his cost. That's what the '25% Lords' is about.
Example: A Bretonnian Lord with Virtue of Empathy is 124 points (which is as cheap as a Bret Lord can get). He cannot be fielded until the army size reaches 496 points.

Yup a night gobbo warboss is a lord who can be taken in a 220 point game. As he costs 55 points. Ld 7 on a lord!
20 goblins(minimum size) costs 60 so you are well on your way to dominating the 250 point circuit.
