Yes. Most people find the codex weak, bland, and outdated. This is perceived mostly because it's true. The codex has a lot of stinker units, few options on most units, and with recent FAQs even the best HQ; the Daemon Prince, is made worse. Granted, the codex can still do well, but it's nowhere near as powerful as the previous 3.5 codex, and other books such as Codex: Space Wolves steal a lot of its thunder.

Chaos is hurting compared to the top 3 codexes (GK, SW, IG)

Demon weapons still work well, as do obliterators, and chaos troops are still some of the best around.

The problem comes from GK, if you build a melee CSM list, you have to shoot GK. You can't use psychic powers in the current metagame, everyones stopping your chaos powers and you can't stop theirs.

CSM still works, though the next codex should be on the horizon. Tau and Sisters have it much worse than chaos does atm.

Chaos had a lot of problems before Codex: Grey Knights. MEQ versus GK just isn't a good matchup in general most of the time.

Yes but they were still playable with confidence. Now with GK and the changes to warptime and lash, the majority of chaos lists aren't worth bringing, considering the opposition.

Yeah Chaos SM are a tough army to play these days with all the nerfs they get. I can't remember the last time I won. I either draw or lose pretty much every game I play with them, and I'm far from tactically illiterate. It just comes down to points. Most CSM counterpart units are many points cheaper, meaning you have to fight an uphill battle from the start, or limit your army selections thus making you predictable

Chaos is kind of a one-trick list these days, they don't have a lot of variety in their tactically-viable builds and most of their units are at least a little overpriced. The new Codex really needs to make cult Marines and the entire Fast Attack section more viable.
