Best in terms of what? Background? most competitive army? most fun to play? Painting and Modelling? They all have their merits in the end.

My suggestion is a forgiving army, such as space marines, blood angels, dark angels, space wolves, black templars, imperial guard, orks, chas space marines and necrons.

Unforgiving armies are: eldar, dark eldar, tau, tyranids, and chaos daemons.

Orks is da best!

Welcome to DakkaDakka! I would say play what you enjoy! Everyone has their favorites when it comes to Armies, but at the end of the day if you know your Army and enjoy playing it then who cares what someone else thinks is best. I have seen many a prideful player watch their ULTIMATE UNDESTRUCTABLE ARMY get obliterated by something they considered weak! Play for the love of the game! Head on over to the Army list forums on here and take a look at some of the lists people have built for a force you are interested in. You can even throw your own Army list on their and get some great advice!

Sometimes fluff helps people decide as well. This is a great link to look up fluff:

I play CSM, Tau and Tyranids. While they aren't the "best" or "most competitive" armies, wins take finesse and feel rewarding, rather than just stomping forward and LOL4+ roll your way to victories.

Plus when you lose you can blame your codex! (kidding..)

Pick the army with the models you think look the coolest. With 6e on the horizon, and piles and piles of incoming codicies (Space Marine 6, Dark Angels, Tau, Eldar) I wouldn't put too much stake in the current "standing" of any army.

Tau can be fun, the look on my opponents face when I wiped out his predator on turn one and slaughtered his vanguard squad in one round of shooting from some stealth suits. However vanilla marines are very forgiving when it comes to tactical blunders.
