Hiding in a ruined Chimera

While i was looking through my ork codex, and after reading the fluff about snotlings, i wondered  Why dont they have snotling swarms, they have them in WHFB.
So this is how i think the rules should be like

Swarm
I know this looks very simple but please suggest a pts value and any extra rules

BS should be 0 as snotlings shouldn't know how to operate weapons.
Other than that, they are so weak and such a low toughness that they need some kind of special rule.
Tiny Swarm: they are so small and quick that in CC they have a dodge Inv save?
Grots are already 3 pts each so I can't imagine a use or points cost for these.

Shas'la with Pulse Carbine
|
Snotlings take up no FOC slot, you can have one unit for every HQ your army contains.
Unit Points Cost: 30
Unit composition: 20 snottlings
Special Rules: Swarm, Slow and purposefull, Tiny Target
Tiny Target:
Any model rolling to hit the snottlings (includes both ranged and close combat attacks) recieves a +1 modifier to the dice result which they need to hit the snottlings.
Stat Line:
WS BS S T W I Ld Sv
2. 0 2 2 1 1 7 -

Sounds legit. Just take off "slow and purposeful" or change it for "relentless"

Well i like the rules for them, but in my mind you should keep the slow and purposeful rule to represent them dwaddling about.

Because they are a swarm they need more wounds and attacks than what i'm seeing. Because they are a swarm they are already different in function from gretchin.
