A friend of mine is working on a Deathwatch game and would like to feature a heretofore 'lost' c'tan as a central element. Rather than just inventing a new one, he'd prefer to use one that has been mentioned but which lacks significant details regarding its current gameworld status? Any C'tan experts out there have a suggestion?

Void Dragon. He was never mentioned to have been shattered, and there is a possibility that the Necron ships that attacked Mars were sent by the Necrons to confirm his presence so they can 'shatter' and control him.

His game premise is that a distant world was 'converted' into the prison for an insanely powerful c'tan by (mysterious force) and there's a rogue inquisitor who's trying to release it...

Mephet'ran, the Deceiver: The C'tan who made the bargain to turn the Necrontyr into the Necrons.
Nyadra'zatha, the Burning One: A C'tan that gave the necrons the ability to access the Webway.
Tsara'noga, the Outsider: A C'tan that went insane due to its consumption of other C'tan or possibly an Eldar deity.
Mag'ladroth, the Void Dragon: A figure of oblivion, wanton destruction and devastation. It was a master of the material realm and it's warriors were practically invincible.3

Okay, so no word on the arisen or shaper at all... The Outsider would be a good fit because he wants it to be a latent threat that could be devastating if released.

So no mention of the Shaper or the Arisen anywhere or what their current status is?

It's actually a pretty cool storyline about a Fallen, a Luna Wolf, a promissory note from Rogal Dorn, a psychopathic inquistor, and the farsight breakaway faction... a web of conspiracies and false information that has developed over the last 10,000 years around a remote, inhabited planet that was obfuscated by the emperor to protect a dark secret...

He just needs to put a name to that dark secret and a really good scary monster to bury at the heart of it.

The outsider is likely intact and still inside his Dyson Sphere being Emo, but if he was released....well you can probably kiss half the galaxy goodbye.

From the point of view of the Imperium, all C'Tan are unknown and mysterious, and when they're in shard form they don't necessarily have to go by the same name or look at how you normally think of them. A shard of the Nightbringer might appear as Charon or Shiva rather than the traditional cloak and scythe. That's the freedom of the shards, you can use one of the more popular C'tan, but a lesser aspect that would've escaped detection, and yet it would still be as powerful as any Bloodthirster or Lord of Change.

Old fluff had it that he was actually trapped in there by the eldar though his legions of necrons could go out and bring him food (hence the story of the Adept who went insane and tore out his implants). However, the Eldar know that the Outsider will escape and fear his coming.

How it's going to go down.

The outsider: Walks out of his dyson sphere and stretches, scratching his living metal back as he looks around before yawning.

The Outsider: "Ahh that was a nice nap..." He says before some minor engagement between two forces buzzes nearby him and starts to really annoy him.

The Outsider: "Oh...okay...looks like I'm going to have to greet some new neighbors." *gets shot in the face by a cruiser.*

The Outsider: "Oh okay that's it! GET OFF MY LAWN!!! GRAAAARGH!"

And thus half of the galaxy was instantly fethed.

All we know that lies at the heart of mars is that the Emperor subdued it in the 13th/14th Century, and that it's been giving long life to it's jailers since.
If it's a C'Tan, what was it doing in Africa? There's a whole star there waiting to be exploited. If it isn't, why didn't the Emperor shield it's pyskic energies quicker? if the greatest psyker in human history could not feel it's tendrils stretching out in his backyard he must have had a plan for it, other than the growth of the machine cult.

I think it goes without saying if/when the Outsider get sout, we will see one of the most epic "get off my lawn" moments in all of warhammer, if not fiction in general. Hilarity would ensue, people will die, worlds will burn, and lulz will be had. I'm pretty sure the only way to stop him from wiping out the entire galaxy would be to wake up the Emperor and asking him very politely to please make the unstoppable rampaging lovecraftian death train stop killing us.

Incorrect, all of the C'tan that have been named, have been shattered. This is confirmed in the WD article, that lists the powers recommended for each named C'tan shard, to "Fit" with how they acted.

It does go on to say that there are potentially, a limitless number of C'tan shards loose in the galaxy however.

This is where my "in-align-with-the-current- -fluff" fluff comes in of The Outsider now being a combination of random shards, silently on the prowl for more shards to forcefully merge with itself until it has regained and perhaps surpassed the former glory of the C'tan in order to wreak vengeance upon the Necrons and break the galaxy while he's at it.
