Nope.

Mephiston, Eldrad, Tigurius, Ahriman, and any GK Librarian that buys it are Mastery Level 3, which is the highest you can get right now.
Eldrad's ML3 with 4 powers to choose in the new lores, or all 5 eldar powers though, so that's something.

The fluff says that level 4 psykers are so powerful that few have encountered one, and nobody wants to.

Fluff wise there are only 3 people that I could possibly see as being mastery level 4 and 2 of them are already dead.

Not sure if this is in the right category, as it has little to do with tactics, but I thought I would mention the currently plausible interpretation that Eldrad is (effectively) Mastery Level 3 1/2.

Current FAQ lists Eldrad as ML 3.

Specifically states that this ML is "including the bonus from Spirit Stones".

Makes no mention of his staff. Makes no changes to his staff's rules.

Therefore, by current FAQ, Eldrad (plausibly) is a Mastery Level 3 Psyker with the capability to (re)use a fourth power (due to his staff) so long as he is not in H2H.

The staff wording also leaves the possibility that, since this extra use is not related to warp charge, he would be able to pop off a 2 charge power with his staff at no penalty. This could make rolling telepathy more attractive, as hallucination sounds like an enjoyable power to toss around in fun games.

It is rediculous that tyranid, beind "uber-psiker race" and all, only get psi rating 2 on spec character, while freakin marines can get it on simple HQ.

Fateweaver would be level 4 if he actually counted as a psyker. Other than that, I agree with Eldrad and the others (though I'm not sure about Tigurius).

I don't think the Emperor would be "just" 5 on this scale, and I sort of feel like Magnus would be more powerful than Malcador, being a primarch and all. I know this is the equivelent of DBZ power level arguments in intelligence, but I'd probably say Magnus would be 5 and Emperor 6 at least, maybe 7.

This would seem to be correct, though warp charge makes that unlikely, as he would only have 3/turn. However, I see no reason Eldrad couldn't now use 4 codex powers per turn.

I play Space Marines, Dark Angels, Blood Angels, Astra Militarum, Militarum Tempestus, Chaos Space Marines, Dark Eldar, Eldar, Orks, Adepta Sororitas, 'Nids, Necrons, Tau and Grey Knights.
