how would this work? because the rules in C:SM says "Relic Blades are two-handed power swords or axes [...] whose hits are resolved at Strength 6."
lets say Red Scorpions relic blades: typically are axes, so would that be a S6 I1 AP2 attack or would it go under the Unusual power weapons category?
Relic Blades are not listed in the Weapons list in the back of the rulebook...and are not mentioned in the errata.

It's just modelled an axe, Relic Blades are unusual power weapons as they have their own rules (2 handed and strike at s 6) so with 6th edition they get ap 3 added onto that.

It would be an unusual power weapon, benefiting from S6 (C:SM) and AP3 (BRB). As such, it would not be AP2 or unweildy, as neither unusual power weapons or the relic blade entry list this.

As others have said, unusual are AP3 +their special rules. A relic Axe (which I have 2 of) is no different than a relic sword (use 1 of those) is no different than a relic halberd (use 2 of those 2).

All are Str 6 Ap3

You got the Whether modeled Axe or not It is <Rules>.

But One of your listed Rules is Incorrect.

Relic Blades are Not Two-handed weapons; they are single handed weapons that never gain the benefit for a Second Weapon(as Opposed to most other Melee Weapons, and Specialist weapons, that can both gain a Bonus attack for 2+ CCWs).

So Bonuses:

2 CCWs.
CCW with Specialist and another CCW with Specialist Carried
CCW with a CCW with Specialist Carried

Never a Bonus:
Model is carrying a Relic Blade
Model has a Storm Shield

If it "counts as a power weapon" that strikes at S6 and does not allow bonus attacks for 2 weapons, it would now count as a power sword. Probably. Dang, now you confused me. Probably the power sword with modified Strength and no bonus attacks. But darn, that's weird.

You only get to have a Power Axe/Maul/Sword/Lance if you have no further special rules.

Always S6 is a special rule.

So it is never a Power Axe/Sword/Maul/Lance.

It's a power weapon with additional rules. That's the very definition of an 'Unusual Power Weapon', so it is just AP3.

It is ap3 since it always trikes at s6 and cannot gain additional attacks for additional ccw. These are extra special rules causing it to be an unusual power weapon thus ap3. Saying it counts as a power weapon means you get the ap3 otherwise it would be s6 ap - and then it would plain out be horrible.

Remember look to see if it has any extra rules that are written out and not usr's. Of course there is an argument around that as well but usr's are not unique rules and thus do not fall under unusual power weapons. Relic blades would however.

As stated above, relic blades are unusual power weapons. However, even if you used it as an axe, you would still only strike at S6. Relic blades do not add two strength, they always strike at S6. (The same is true of how power fists strike at I1. I does not matter if you are a I5 Captain or an I3 IG Sergeant - you will strike at I1, regardless of any other bonuses.)

It's an unusual power weapon, ap 3 with it's rules. If you instead paid for a power weapon when building your army, and if the model had an axe, then he would have a power axe.
