I noticed an army list of csm and cd in which there was thypus, 2 deamon princes, and a bloodthirster. They were all listed as hq and the armys point total was 2000 with out a full primary foc.
At what point can you star doing this? The guy said its after you have over 2000 pts. But i think its only after youve filled out your whole primary foc. Someone confirm please as i cant see it written in the rulebook.

You get a second FOC once you hit 2000 points.
Both FOCs have to be legal, though, so you need at minimum 2 HQs and 4 Troops before you can double up on other choices.

Double FOC shouldnt be allowed at 2,000 , but its "ok" according to the rules.

Per the core rules, you'll get a double FoC at 2k or above. That means you have to take a minimum of 2 HQs and 4 Troops before taking anything else.
If you're going to ally two codices (like CSM & Chaos Daemons) you have to fulfill the minimums from your core codex BEFORE taking your allied detachment. So you'd have to take 2 HQs and 4 Troops from the main codex before taking anything from the second codex.

Page 110 "Bigger Games", note that the rule says you can take an additional FoC meaning you aren't required to.

at 2000 points, you don't have to take 2 FoC.
It says you MAY use a second detachment. You don't HAVE to take 2. You can take 1 allied section per primary.
So, at 2000 points, you can do the following-
1 FoC
1 FoC + 1 allied FoC
2 FoC
2 FoC + 1 allied FoC
2 FoC + 2 allied FoC
those are all legit options.

Some armies were very restricted at 2000 points because of limited force org slots... I think allowing 2 force orgs is a good way to combat it. Sure, it introduces new cheese... but come on, this game is full of cheese anyway.

While it has been answered, I find this graphic I made makes life easier.
The FoC works like this now:
Which means at 2000pts+, if you take 2 HQ and 4 Troops of your primary detachment, you unlock the rest of the FoC, and after taking the 2 HQ and 2 Troops of the allied detachment, you can use every slot on the above image.
This means you have a potential 6 HQ, 8 Elite, 16 Troops, 8 Fast Attack, 8 Heavy Support and 2 Fortification options to choose from. (unless you're nids...)
Of course, some armies could anyway, like Space Wolves being able to take 2 HQ units per HQ slot, being able to take 3 Haemonculi to a HQ slot, etc.

well yea, because guard has squadrons. As a codex marine player, I always hated that I could only take 3 predators, while guard could take up to 8 russes if they wanted.

Doesn't mean they don't have trouble. Sure, they CAN fit 10,000 points in one FoC, but many competitive lists would KILL for more Fast Attack or Heavy Support last edition. Heck, even more Troops slots would be desirable.
Its a very smart move for the game by GW. it solves alot of problems with codex balance by allowing certain codices to double up(with the small cost of 2 HQs and 4 Troops)
