I have scant few codices and I don't have the rulebook for 6th, but it looks like either GKs will remain on top or Necrons will usurp their throne.

Necrons. Their bog standard trooper can kill off every vehicle quickly and Warscythes own Vehicles up close. Night Fivhting being certain in every game is just more reason to take Imotehk and the New Flyer rules ensure Night Scythes won't be dumping units in reserve nearly as often because they won't die. Doom Scythes will murder things. The new sniper rules make Deathmarks amazing at Sniping Sgts and Nobs, especially now they can move and fire. The CCB being a chariot is cool. It means a Warscythe Overlord can happily sit on his throne and Charge into combat. Also, because the IC can only be attacked in CC, and he has +1 save in CC on a chariot, it means you don't neee to buy Semptinal Weave and the AP3 PS makes it even better.

I have yet to play 6th, but I could see Deathwing being better with all the ability to glance anything to death (cyclones) and the better survivability (power weapons being ap3).

After a few games I am starting to say Tau benefited alot. Highly mobile suits moving up to 18” a turn (who needs transports at that speed), 24” rapid fire range on some troops which gives you a 30" rapid fire threat range at st7. Very survivable tanks that due to pre measuring can stay outside enemy weapon range and get up to 3+ cover for just 25% of the tank behind a fortress. Large amounts of 2+ cover saves from stealth gens with look our sir onto cheap drones, drones which can have 2+ cover as well. EDIT: Pretty much the whole army has Night version as well for cheap.

I was playing necrons yesterday and due to pre measuring they never even got a chance to shoot at my long range tanks. I could just pre measure add in there move to weapon range and never be in range. Even there night fight ability did nothing to stop me as my whole army has night version.

Well obviously it depends on what army and what vehicle is it question. Leman Russ or Hammerheads have.no reason to be close so it doesn't apply, but a BA Razorback with Assault Marines, or Land Raiders of all flavours, which will get up close, will have problems.

I think Wolves and Guard will remain on top, because both armies reap supstantial benefits from the new ruleset. IG have every base covered and SW can bring a really strong shooting list that compromises absolutely nothing in the assault phase, so no changes on either front there.
I think Necrons got the biggest boost, with the wide access to cheap fliers they have and various other rules that help them, but at some point the men have to get out of the planes to claim stuff and thats where they are a step behind the other two, since their scoring units are basically overpriced Tac Marines without ATSKNF. Tau are more or less in a similar situation with worse tools.
GK got toned down a lot (I don't think they were ever the best army, despite internet hyporbole) with Fortitude basically being nearly pointless and their MEQ units not having anything that can tackle terminators, ouside of spamming Force Hammers (assuming they even are AP2). The Pstfleman is basically done as a platform, too especially since people will overreact to the mech nerfs by taking less transports, reducing their viable target pool. I do think Draigowing will be better, thanks to the absurd FnP and LOS combos it allows, but assault terms are better and less expensive. Coteaz will be the HQ of choice, if he was not already.

Dark Angels should be pretty far up their now. The ability to take an all terminator all scoring army with nothing but TH/SS on everybody has gotten stronger since most (and all GK) Power Weapons are either AP3 (you save on a 2) or AP2...but at the same initiative as you...and you still have the better Invul Save.
Add to it with allies you could either bring a C:SM Libby (casting Null Zone to force those rerolls on Invul Saves) or Lysander/Calgar to handle Challenges (eternal Warrior will keep them in the fight quite awhile while Belial will get punked by the first failed hammer blow) along with a C:SM Troop Scout Squad for sniping (your Sgt is a character so his 6s let you assign wounds. The cheap Scouts can also hang out at your fort and use their BS4 with the Forts Skyfire guns to shoot at flyers...about the only AAW defense MEQ gets.

Overpriced Tacmarines? Let's take a look an Immortal. for 1 point more than a Tacmarine, you get a significantly better weapon choice, in either the Gauss Blaster, or the Tesla Carbine, Leadership 10, and Reanimation Protocols. Yeah, they don't have ATSKNF, but they more than make up for that.
