I run Black Templars, and want to field a Space Marine ally detachment. It will consist of a unit of scout snipers with Sergeant Telion for my Troops choice and may eventually include a Stormtalon as well. However, I'm having a hard time picking an HQ unit, so I need some help.

I can't run a psyker (it's a rule in the Templar codex) so the Librarian is out. My Templars are pretty shooty, so I'm dubious of the Chaplains, although Chaplain Cassius seems pretty good. Should I go with a Captain, and if so, what wargear? And is it worth it to take the Command Squad with him?

Sometimes, I feel like HQs are mostly designed for assault, and since assault isn't as effective as it used to be, now I feel like some of them are just point-sinks designed to draw fire.

If you wanna go marines, consider a master of the forge with conversion beamer. Some serious long range firepower, the best your gonna get from marines.

Keep him far away, bolster the ruins that the scouts are in and with telion they will have a 2+ save.
Tried and trusted tactic.

Khan on a bike with command squad on bikes, with BT chaplain on a bike. Equip sensibly. If you are going assault. (the chaplain can not give LoH but does give fearless)

Otherwise MotF is probably best. Bring two rifledreads, which will sit nicely with your shooty termies and ven. dread.
