Ok, so people have been saying that Eldar are not Dark Eldar which I agree.
Hence Fortune can't be casted on a Dark Eldar unit.
So I was just looking at the Eldar Codex right now, and under Doom it says:
"All hits caused upon that unit gain a re-roll to wound until the start of the next ELDAR turn"
So if you were playing a Dark Eldar Army means that it is never an ELDAR turn so does that mean that Doom will just keep going on for the rest of the game?
By RAW I think this stands RAI not so much.
I personally won't do this because it's so mean and bad sport. But you know RAW is poor from time to time.
Please feel free to discuss.

Notice it does not say the start of the next Eldar Army turn, so when the next turn comes around, it is the Eldar's next turn and therefore Doom would end.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

It works, since you aren't targeting your allies with the power, and the special rule confers since your battle brothers with DE.

Actually juraigmer, if I was running my Farseer with my Nids (Technically impossible I know, but I'm too lazy to look up an army that this would apply correctly to), my Nids would also benefit from the power, as it says all hits re-roll wounds.

I quoted the book page 28. it does specifically says "start of the next Eldar turn".

I think people agreed that since Dark Eldar ARE NOT Eldar units you can't cast Fortune on them, because the book says "Nominate one Eldar unit ..."

Yeah, you can just take a Farseer and a unit of Pathfinders in pretty much any army and hide him >6" away from your units, doom something every turn and snipe away for a very small investment.
Pretty fluffy too. The Eldar are manipulating the battle from behind the scenes. Automatically Appended Next Post: 190 Points for Ward-Seer with Doom and 5 Pathfinders. Not bad.

Yes, you can't target your allies with powers, but you can have them benefit from powers that are cast on other stuff.
Of course, the divination powers are better overall, since you can get re-roll to hit automatically, re-roll successful armor saves and whatever else which all of it, save number 5 are useful.
I would suggest taking two farseers, one with the eldar powers, the other with the rest.

By that logic, if I'm running Eldar and you use that power, it ends at the start of my turn.

Personally, I would go with Eldrad with Div and a Fortune Seer (or Fortune/Doom). The divination powers are not all better than the Eldar ones.
Prescience - Guide but better
Foreboding - Overwatch and Counterattack. Meh
Forewarning - 4+ Invul. Good, but not better than Fortune.
Misfortune - Equal to Doom, imo. Doom affects wounds, so helps you get more savable / unsavable wounds. Misfortune only affects saves.
Perfect Timing - Ignore cover. Great for night-fight. No equivalent.
Precog - Worse than fortune. Only works on the psyker.
Scrier's - Meh, not great.
All of them are pretty good except 5 and 6. Fortune, doom and guide are still awesome though.

That's what I was thinking. Eldar vs Eldar, fortune ends when your opponent's turn begins.
Absent a faq, what's the way out of this? They should just faq the eldar book to say 'friendly' instead of eldar for fortune, guide, et cetera..

They could just write the psyker's next turn, or just say this lasts until the player of the caster's next turn.

Or just replace the sentence that contains duration with one that says 'This is a Blessing' or 'This is a malediction', since their durations are defined in the main rulebook.
