Is it possible to make a stormtalon chaos? My brother says he saw it somewhere, and that it could get daemonic possesion for 20 pts. Is this true?

As of yet there is no RAW way for Chaos force s to get ahold of the Stormtalon outside of Apoc games. It would still not be able to take Daemonic Possession however as even Apoc requires units to take legal options from their codex.
Usual caveat of opponent permission applies of course.
Your brother (or the source he came across) may be thinking of the Storm Eagle, which is a Forge World model and certainly can be used by Space Marines or Chaos Marines and can be possessed if used by the latter.
Or you can make a themed chaos army following a regualr space marine codex, i have seen people in friendly games make decent count as khorne blood angels/space wolves armies. But they dont use any chaos upgrades from the chaos codex.
