can you do this? me and my frIend are starting 40k and i want to know if you can field a warhound titan in a general army and still have fun, can you play it in the first place?
(i might get a free warhound titan in a competition)

Yes you can, all you need is your opponent's consent just like playing a game in the first place.

Generally not, however you can field anything with the permission of the people you are playing against.
You also have to be wary of concentrating so many points into a single model (no matter how powerful) at this points level. If someone knows you will be bringing one, their list can easily be built around killing it, leaving your army pretty much screwed.
My very old Apoc book (like wayyy long ago in 2007) I think is still legal as I've not kept up with the imperial armor books puts it just 250 points ahead of a baneblade which is worth 100 points less than 4 LRBT's.
( I never did quite figure out the math. 2 large blasts, 2 las cannons, 3 sets of heavy bolters vs 4 Large blasts and 4 HB's - 3 Structure points for the baneblade vs 4 "structure" points for the 4 LR's. Baneblade has what? like 3 hull points per structure points so 9 hull points and 4 LR's have 12 hull points)
A warhound titan would have 1+ BS,
2 void shields and 3 structure points and just have 2 big templates potentially.
Personally I really hope that IG will get baneblades as an option in their next codex. I got like 4 on the shelf I really wanna use for games.

Because it isn't in our codex, just IA and the Apoc book. Besides, that would be hilariously mean.

Not yet free to use for regular games, only on Apoc games which due to everyone getting married/have jobs/jealous wives/and girlfriends/babies have really cut into gaming time and now we only ever play normal games now. Haven't done an apoc game in like 11 months

I play against Titans every week, I know how OverPowere'd they are. a single warhound can wipe out armies in a single game,
or cripple an army enough in a single turn.....

He'll do poorly. The only thing that have a chance against your Titan is melta guns and power fists.
Your range + resilience + fire power means you can selectively destroy any threats you have ( hence I said cripple earlier :'p )
once the threats are gone, you can switch your focus to something else while ignoring the rest of his army that cant do anything to you....
BA can DS tonnes of melta down to take out a titan. Every 10 man assault squad can take 2 meltaguns and I think the squad leader can take meta bombs too.
As I said earlier, if people know they are going to be facing one, it is quite easy to build a list around killing it. Most good all-comer lists should be able to do at least something to either kill it, or render it ineffective.

Titans could be balanced in a normal game, but not at their current point costs.
All Super heavies are costed with Appoc games in mind. They assume Strategic Assets, other super heavies, and massive tables.
A Warhound Titan in normal 40k would probably be costed around 1250 points. And even then its going to kill alot of stuff.

to be fair (or fairer) i just use it as a kind of berserker, charging in and taking down the heavy units, hes not that interested in 40k (and would only start if i start but hes my best friend) so he wouldnt mind losing alot, it might inspire to build on his army. but when im playing against advanced players ill use it tactically.

Quite simply, it's not worth the money unless you have a dedicated gaming group (with other Titans) that you'll be able to field it against quite often. Against one or two new players, you'll find yourself just steamrolling through their armies, you won't get very good at your army with such an advantage, and they'll end up tailoring their lists against a TITAN which means they won't get much experience in games they'd usually face.
I'd say buy a full-sized army or two before you start looking at superheavies. (Unless a friend gets one and you have a titan-fight.)
