It's been this way since at least the mid 90s with the release of 3rd Edition.

This is demonstrably untrue (at least the part that refers to newer models being made deliberately superior to old ones in order to increase sales)
People keep bringing it up though, and I don't know why.

Please note that I agree with the sentiment that in general GW make new models "good" in order to promote sales.
One example to the contrary would be the Tyranid Pyrovore.
I don't think any of those were sold that wasn't used as stand-in Biovores, or collectors getting one for completeness sake.

It's easier to understand that there is no pattern to if new models = better rules as GW has proven they'll make new models with terrible rules or have old models with amazing rules.
Gw is just awful at rules in general

I would demonstrate, but it seems others already have for me.
I'd add the mutalisk/slaughterbrute, the troglodon, and Prince Apophas from Fantasy to that list though (there are many more examples).
It isn't that I think GW wouldn't do this if they thought they could get away with it, it's that I think GW don't actually have a decent handle on what makes a unit underpowered/overpowered, and obviously they can't exploit a situation if they don't know what the conditions underlying that situation are.

Really, for the 6th edition releases, only the Heldrake, Riptide, and Wraithknight were overpowered, and the Heldrake only was due to the FAQ that bizarrely gave it a turret weapon. Everything else has been mediocre, bad, or brokenly bad to the point of literally being unusable.
Just look at the most overpowered/undercosted unit from 6th, the Wave Serpent. Why? Every Eldar player will have some already; they're like Rhinos.

People keep bringing it up though, and I don't know why.
People like to attribute method to GW's madness.
You're right though, it is demonstrably untrue. Tyranids prove it: introduce new Hive Guard, and nerf them (Lower ballistic skill), introduce new warrior Prime and hike the points cost massively, introduce the Haruspex, great model, dreadful rules.

Dread mobs in general will be easier to run now than before, I think. Using a triple FOC army can get you up to three 'nauts, three deff dreads and nine killa kans! Fill your mandatory troops with cheap gretchin and grab a few big meks for HQ and you are good to go.
Better yet, with grot riggers giving IWND, all of our walkers and vehicles are now tough as nails. Taking riggers on everything makes your whole dread mob better because your opponent will be forced to shoot your stuff one at a time. If he leaves a deff dread with a single hull point alive, it may just get fixed up again!
I'm liking the rules we've seen so far. The killkannon buff, looted wagons becoming cheaper and riggers granting IWND are all very orky!

Thing is, running a Dread Mob wasn't that bad before, either*. But considering the changes that have already been made in this edition with the rumours/facts you mention ( IWND, KFF being an invuln, some other stuff I'm almost certainly forgetting) a Dread Mob is shaping up to be a pretty deadly list.
This will be especially true if the dual-wielding gunz thing for KKs turns out to be true and not a WD flub. Even just a unit of 3 of them tosses out 12 str 6 blasts with grotzookas.
*I clarify this statement with the anecdotal evidence that in my personal meta, it performed reasonably well.

I think the effectiveness of Grot Riggers very much depends on whether they always cost the same as on the Morkanaught, or get discounted for cheaper vehicles.
Also on how good meks are. With the current mek rules, IWND seems like a pretty poor deal, since meks can heal hull points and damage results, can be transferred to where they are needed and don't really work out much more expensive.

Question about preodering online only stuff...
If i preorder the warboss codex, would it get sent from the Sydney warehouse next saturday on release? Or earlier so that I have it on saturday? Or if i ask to have it picked up in store, will it be available for pickup in store on saturday?

I'm assuming there's something very important that must be on your mind.
Potential changes and some real discussions about Orks rather than the typical GW politics crap that invades everything.
Will bommerz be buffed/points decreased?
Will battlewagons get supa kannon, lifta droppa, flakkaguns?
Will we get big trakks?
Will stormboyz get points decrease + ability to attack flyers?
Will kans & dreads get points decrease?
BOYZ. Point decrease? More weapon upgrades? Will we see burna option again? Will we see breaking of the 1:10 ratio fielding rules?
gretchin.
Will kommandos get shoota option?
Mekboy model. Is it a big mek or just a 1W mekboy? Potential abilities etc..
Painboy. Is it 1 wound or 2 wound character?

agreed, there's 20 different things to talk about in the ork rumors thread than crying about tyranids.
i really hope that burnas get a buff somehow, and a dedicated xport. kommandos getting shootas would be boss as well.
there was an earlier rumor about stormboyz getting the ability to assault fliers, and i think it'll fit them nicely, especially since they were in the space marine game, but idk it was such an early rumor, it may have just been wishlisting.
